【摘要】：從知識產(chǎn)權和科技創(chuàng)新協(xié)同發(fā)展的角度,首次在該領域運用基于Vague集理論的方法篩選關鍵指標,提出了側重于政策本身與政策績效協(xié)同的新計算方法;通過主成分分析,對計算出的協(xié)同指標進行分類,并與經(jīng)濟指標進行逐步回歸分析。在上述分析測算的基礎上,結合江西省的情況提出了政策建議:在科學技術普及、國際科技合作、科研機構改革方面,應該多出臺一些政策;盡量不增加科技獎勵政策,或加強獎勵政策的嚴格審核以及獎后的追責機制;提高不同政策部門政策制定的協(xié)同水平,尤其是提高知識產(chǎn)權保護與科技創(chuàng)新標準協(xié)同水平。
[Abstract]:From the perspective of collaborative development of intellectual property and science and technology innovation, this paper first uses the method based on Vague set theory to screen key indicators in this field for the first time, and puts forward a new calculation method focusing on policy itself and policy performance synergy. On the basis of the above analysis and calculation, the author puts forward some policy suggestions: the popularization of science and technology, the international cooperation in science and technology, In the reform of scientific research institutions, we should introduce more policies; do not increase science and technology incentive policies as much as possible, or strengthen the strict review of incentive policies and the post-award accountability mechanism; and raise the level of synergy in policy formulation among different policy departments. In particular, improve the level of synergy between intellectual property protection and scientific and technological innovation standards.
