太陽(yáng)能熱利用企業(yè)供應(yīng)商質(zhì)量管理體系的研究

【摘要】:太陽(yáng)能熱利用產(chǎn)業(yè)誕生之初,并未引起國(guó)家和政府注意,,發(fā)展環(huán)境的差異導(dǎo)致我們無(wú)法參考借鑒國(guó)外發(fā)展的太陽(yáng)能模式,經(jīng)過(guò)二十余年的發(fā)展,中國(guó)太陽(yáng)能熱利用產(chǎn)業(yè)從一個(gè)起源于農(nóng)村市場(chǎng)的“草根產(chǎn)業(yè)”發(fā)展成為一個(gè)世界生產(chǎn)量和推廣使用量第一的、具有中國(guó)自主知識(shí)產(chǎn)權(quán)的產(chǎn)業(yè),并成為國(guó)家“十二五”能源結(jié)構(gòu)調(diào)整升級(jí)的關(guān)鍵產(chǎn)業(yè)之一。 自從2005年國(guó)家對(duì)太陽(yáng)能熱利用產(chǎn)業(yè)實(shí)現(xiàn)品牌戰(zhàn)略以來(lái),市場(chǎng)集中整合速度日益加快,突出重圍的領(lǐng)先企業(yè)逐漸形成產(chǎn)業(yè)集群,研究他們管理模式,發(fā)現(xiàn)共同點(diǎn)是選擇其它產(chǎn)業(yè)發(fā)展成熟的柔性化生產(chǎn)系統(tǒng)為核心的裝配型生產(chǎn)管理方式。為此如何保證以顧客需求為核心,供應(yīng)商質(zhì)量管理和評(píng)價(jià)成為焦點(diǎn)問(wèn)題。 論文以過(guò)程控制為核心和契入點(diǎn),將面向產(chǎn)品全生命周期質(zhì)量管理模式和太陽(yáng)能熱利用產(chǎn)業(yè)特點(diǎn)有效融合,建立太陽(yáng)能光熱利用產(chǎn)業(yè)的供應(yīng)商全面質(zhì)量管理模型,并對(duì)模型實(shí)現(xiàn)的若干技術(shù)進(jìn)行研究。 (1)分析太陽(yáng)能熱利用產(chǎn)業(yè)的發(fā)展歷程、特點(diǎn)以及出現(xiàn)的問(wèn)題、弊端,結(jié)合現(xiàn)代供應(yīng)商質(zhì)量管理體系方法、規(guī)則,建立基于過(guò)程控制的太陽(yáng)能熱利用產(chǎn)業(yè)供應(yīng)商評(píng)價(jià)與選擇系統(tǒng)。 (2)針對(duì)各零部件質(zhì)量影響因子研究不透徹的情況,引入年市場(chǎng)不良率概念確定太陽(yáng)能熱利用產(chǎn)業(yè)供應(yīng)商分類(lèi),對(duì)供應(yīng)商按照類(lèi)別建立標(biāo)準(zhǔn)化評(píng)價(jià)與選擇系統(tǒng)流程。 (3)規(guī)范和標(biāo)準(zhǔn)化以人員、資源、內(nèi)審,文件、記錄,核對(duì)與一致性,過(guò)程控制和過(guò)程檢驗(yàn),檢驗(yàn)設(shè)備、運(yùn)行檢查,原材料檢驗(yàn)及核對(duì),例行檢驗(yàn)、確認(rèn)檢驗(yàn),不合格品控制、改進(jìn)八個(gè)考核類(lèi)別的太陽(yáng)能熱利用產(chǎn)業(yè)供應(yīng)商評(píng)價(jià)與選擇體系,通過(guò)雷達(dá)圖進(jìn)行數(shù)據(jù)化處理。 (4)以過(guò)程為核心,就供應(yīng)商精細(xì)管理、持續(xù)提升產(chǎn)品質(zhì)量等各部分細(xì)化考核指標(biāo),建立以成本、品質(zhì)、服務(wù)、技術(shù)及交貨周期五個(gè)類(lèi)別為考核要點(diǎn)的太陽(yáng)能熱利用產(chǎn)業(yè)供應(yīng)商的平衡計(jì)分卡式動(dòng)態(tài)管理系統(tǒng)。 兩個(gè)系統(tǒng)的建立組成適合于中國(guó)太陽(yáng)能熱利用產(chǎn)業(yè)的供應(yīng)商質(zhì)量管理體系,對(duì)我國(guó)太陽(yáng)能熱利用產(chǎn)業(yè)持續(xù)發(fā)展,引領(lǐng)世界級(jí)競(jìng)爭(zhēng)具有重要的意義。
[Abstract]:At the beginning of the birth of the solar energy thermal utilization industry, it did not attract the attention of the state and the government. The difference in the development environment made it impossible for us to refer to the solar energy model developed abroad. After more than 20 years of development, China's solar energy hot use industry has developed from a "grassroots industry" originating from the rural market to one with China's own intellectual property rights in the first place in the world in terms of production and promotion usage. It has become one of the key industries in the national energy structure adjustment and upgrading. Since 2005, the national brand strategy for the solar energy hot use industry has been realized, the speed of market concentration and integration has been accelerating day by day, and the leading enterprises that have broken through the tight circle have gradually formed industrial clusters and studied their management mode. It is found that the common denominator is to choose the assembly production management mode with the mature flexible production system as the core of other industries. Therefore, how to ensure that customer demand is the core, supplier quality management and evaluation become the focus. In this paper, the process control is the core and the entry point. The quality management model for the whole life cycle of the product and the characteristics of the solar thermal utilization industry are integrated effectively, and the supplier total quality management model of the solar energy thermal utilization industry is established. Some techniques of model realization are also studied. 1) analyzing the development course, characteristics, problems and disadvantages of solar thermal utilization industry, combining the method and rules of modern supplier quality management system, establishing a supplier evaluation and selection system based on process control in solar thermal utilization industry. 2) in view of the lack of thorough research on the factors affecting the quality of each component, the concept of annual market defect rate is introduced to determine the classification of suppliers in the industry of solar thermal utilization, and a standardized evaluation and selection system flow is established for suppliers according to their categories. Specification and standardization of personnel, resources, internal audit, documentation, records, verification and consistency, process control and process inspection, inspection equipment, operation inspection, raw material inspection and verification, routine inspection, confirmation inspection, nonconforming product control, The supplier evaluation and selection system of solar thermal utilization industry is improved, and the radar map is used for data processing. Take the process as the core, fine management of suppliers, continuous improvement of product quality and other parts of the detailed assessment indicators, to establish a cost, quality, service, The balanced Scorecard dynamic Management system for Solar Heat Utilization Industry suppliers in five categories of Technology and delivery cycle. The establishment of the two systems is of great significance for the sustainable development of the solar thermal utilization industry in China and leading the world class competition. The establishment of the two systems is suitable for the supplier quality management system of the solar thermal utilization industry in China.
