【摘要】：在亞太地區(qū)以東盟"10+3"為主導(dǎo)的"東亞經(jīng)濟(jì)共同體"逐步形成之際,美國(guó)以APEC作為突破口與泛太平洋國(guó)家締結(jié)了TPP貿(mào)易協(xié)定,形成了對(duì)中國(guó)乃至東盟力量的制約,美國(guó)遏制中國(guó)之心昭然若揭。面對(duì)TPP的挑戰(zhàn),建議中國(guó)采取"外圓內(nèi)方"之策予以應(yīng)對(duì)。"外圓"之策旨在推動(dòng)亞太自由貿(mào)易協(xié)定與人民幣國(guó)際化;"內(nèi)方之策"著力于參照TPP標(biāo)準(zhǔn)推動(dòng)包括創(chuàng)新、自貿(mào)區(qū)、國(guó)企、環(huán)保以及知識(shí)產(chǎn)權(quán)保護(hù)在內(nèi)的自主改革。
[Abstract]:During the gradual formation of the East Asian Economic Community (EAEC), which is dominated by ASEAN "103" in the Asia-Pacific region, the United States, with APEC as a breakthrough point, has concluded a TPP trade agreement with the pan-Pacific countries, which has restricted the strength of China and even ASEAN. America's desire to contain China is clear. Facing the challenge of TPP, It is suggested that China should adopt the policy of "inside and outside the foreign circle", which aims to promote the free trade agreement in the Asia-Pacific region and the internationalization of the renminbi, and that the "Inner Fang Zhi Policy" should focus on promoting innovation, free trade zones, and state-owned enterprises in accordance with the TPP standards. Environmental protection and intellectual property protection, including independent reform.
