【摘要】:隨著計(jì)算機(jī)信息化技術(shù)的不斷發(fā)展,從20世紀(jì)中期,計(jì)算機(jī)技術(shù)已經(jīng)在石油勘探領(lǐng)域得到了較為廣泛的應(yīng)用,并收到了顯著的效果;在油氣田生產(chǎn)及其它石油工業(yè)的各個(gè)領(lǐng)域,信息技術(shù)也逐步得到應(yīng)用,全球石油石化企業(yè)信息新一輪的信息化競(jìng)賽已經(jīng)進(jìn)入了實(shí)力較量階段。當(dāng)前,某油田公司的科技管理業(yè)務(wù)工作很大程度上還依賴(lài)于手工管理,通過(guò)Excel、word等辦公軟件處理大量基礎(chǔ)數(shù)據(jù),以紙質(zhì)文件傳遞科技管理方面的資料文檔,以電話(huà)通知、電子郵件等方式銜接管理流程方面的業(yè)務(wù),這種方式難以及時(shí)地、有效地掌握最新科研情況,為管理增加許多工作量,也給領(lǐng)導(dǎo)層的科學(xué)決策帶來(lái)一定影響,特別是每年的科技項(xiàng)目管理業(yè)務(wù)這種情況尤為突出。在傳統(tǒng)的科技管理工作中,程序化的流程給科技管理工作帶來(lái)了較大信息數(shù)據(jù)和工作量,運(yùn)用工作流技術(shù)對(duì)企業(yè)的科研管理業(yè)務(wù)流程進(jìn)行過(guò)程建模,這樣有利于對(duì)業(yè)務(wù)流程進(jìn)行清晰、易懂、無(wú)二義性的定義和形式化的分析和描述。論文通過(guò)調(diào)研分公司科技管理業(yè)務(wù)需求、流程及管理現(xiàn)狀,給出了科技管理審批系統(tǒng)的解決模型;完成了某油田公司科技信息系統(tǒng)架構(gòu)設(shè)計(jì),包括科研機(jī)構(gòu)、科技計(jì)劃管理、科技項(xiàng)目管理、博士后工作站管理、科技成果管理、科技經(jīng)費(fèi)管理、科技裝備管理、科技知識(shí)產(chǎn)權(quán)管理、重點(diǎn)試驗(yàn)室和科技試驗(yàn)基地管理等業(yè)務(wù);應(yīng)用功能模塊包括數(shù)據(jù)采集、存儲(chǔ)、匯總統(tǒng)計(jì)、查詢(xún)分析等。結(jié)合工作流技術(shù),完成了科技管理審批信息系統(tǒng)中“科技項(xiàng)目管理”等模塊的軟件開(kāi)發(fā)工作,并對(duì)該系統(tǒng)進(jìn)行了驗(yàn)證。經(jīng)驗(yàn)證,該系統(tǒng)滿(mǎn)足了該公司及二級(jí)單位科技管理業(yè)務(wù)需要的數(shù)據(jù)采集、存儲(chǔ)、統(tǒng)計(jì)分析等功能,實(shí)現(xiàn)業(yè)務(wù)數(shù)據(jù)的及時(shí)、有效、有序流轉(zhuǎn),讓管理層及時(shí)、方便地了解科技動(dòng)態(tài),加大對(duì)公司各類(lèi)科研項(xiàng)目工作開(kāi)展的監(jiān)控和支持力度,提高公司的科技管理水平,促進(jìn)科技管理的科學(xué)化、規(guī)范化和標(biāo)準(zhǔn)化。
[Abstract]:With the continuous development of computer information technology, since the middle of 20th century, computer technology has been widely used in the field of oil exploration, and has received remarkable results. Information technology has also been gradually applied, and a new round of information competition for petroleum and petrochemical enterprises has entered the stage of strength contest. At present, the scientific and technological management business of a certain oil field company is still largely dependent on manual management. Through office software such as Excel word to handle a large amount of basic data, to transfer scientific and technological management documents with paper files, to link up business in the management process by means of telephone notification, e-mail, etc., this method is difficult to achieve in a timely manner. Keeping abreast of the latest scientific research situation effectively adds a lot of workload to the management, and also has a certain impact on the scientific decision-making of the leadership, especially in the case of the annual science and technology project management business, especially in the traditional science and technology management work, The procedure process brings a large amount of information data and workload to the science and technology management work. The workflow technology is used to model the business process of the scientific research management of the enterprise, which is conducive to the clear and easy understanding of the business process.
