【摘要】：小微企業(yè)不僅與民眾的生活息息相關(guān),而且在擴(kuò)大就業(yè)渠道、技術(shù)創(chuàng)新與推廣、促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級(jí)、加快國際貿(mào)易發(fā)展、促進(jìn)市場充分競爭和滿足市場多樣化的消費(fèi)需求等方面發(fā)揮著重要的作用。但小微企業(yè)在成長與發(fā)展過程中,由于在知識(shí)產(chǎn)權(quán)、金融支持、環(huán)境保護(hù)、科技創(chuàng)新等方面與大型企業(yè)相比,存在明顯的不足和劣勢,因此需要政府提供適合小微企業(yè)發(fā)展的政策支持體系,以幫助其在市場競爭中充分發(fā)揮其活力。良好和健全的政策支持體系對(duì)小微企業(yè)的發(fā)展具有重要的促進(jìn)作用。各國政府從多個(gè)政策層面扶持小微企業(yè),為其發(fā)展成長提供便利條件。本研究以小微企業(yè)在成長發(fā)展過程中的金融政策、財(cái)政政策、法律政策等為研究對(duì)象,以促進(jìn)小微企業(yè)健康發(fā)展為目標(biāo),研究和探討如何構(gòu)建健全的小微企業(yè)政策扶持體系,以助力小微企業(yè)發(fā)展,實(shí)現(xiàn)國民經(jīng)濟(jì)快速健康發(fā)展。本研究共分七項(xiàng)內(nèi)容：第一項(xiàng)內(nèi)容是緒論,完成了背景和意義的闡述,同時(shí)對(duì)研究方法,理論工具和當(dāng)前情況進(jìn)行了深入探討；第二項(xiàng)內(nèi)容主要是重點(diǎn)分析政府扶持小微企業(yè)的基本理論,涉及到的內(nèi)容有政府扶持的觀點(diǎn)；政府職能的行使,小微企業(yè)定義的推出和判斷；第三部分,梳理了小微企業(yè)的發(fā)展歷程,分析了其發(fā)展現(xiàn)狀；第四項(xiàng)內(nèi)容主要對(duì)處于政府扶持背景下的小微企業(yè)政策執(zhí)行方面進(jìn)行了深入研究,研究政府扶持小微企業(yè)政策制定的動(dòng)因、政策目標(biāo)、實(shí)施效果,同時(shí)探討小微企業(yè)政策執(zhí)行中存在的問題；第五部分,主要介紹發(fā)達(dá)國家小微企業(yè)發(fā)展政策及其啟示,例如美國和英國,同時(shí)總結(jié)其發(fā)展政策對(duì)中國的啟示；第六部分,主要介紹完善小微企業(yè)扶持政策的對(duì)策建議。
[Abstract]:Small and micro enterprises are not only closely related to the lives of the people, but also expanding employment channels, technological innovation and promotion, promoting economic restructuring and upgrading, and accelerating the development of international trade. Promoting full market competition and meeting the diverse consumer needs of the market play an important role. But in the process of growth and development of small and micro enterprises, due to intellectual property rights, financial support, environmental protection, Compared with large enterprises, science and technology innovation and other aspects have obvious shortcomings and disadvantages. Therefore, it is necessary for the government to provide a policy support system suitable for the development of small and micro enterprises. Good and sound policy support systems play an important role in promoting the development of small and micro enterprises. Governments support small and micro enterprises at multiple policy levels, In order to promote the healthy development of small and micro enterprises, this study takes the financial policy, fiscal policy, legal policy and so on as the research objects, and aims at promoting the healthy development of small and micro enterprises. This paper studies and discusses how to construct a sound policy support system for small and micro enterprises in order to promote the development of small and micro enterprises and to realize the rapid and healthy development of the national economy. This study is divided into seven parts: the first is the introduction, which completes the background and significance of the study. At the same time, the research methods, theoretical tools and current situation are deeply discussed. The second part mainly focuses on the analysis of the basic theory of government support for small and micro enterprises, which involves the viewpoint of government support; the exercise of government functions. The introduction and judgment of the definition of small and micro enterprises; the third part, combing the development course of small and micro enterprises, and analyzing the present situation of their development; 4th items of contents mainly on the implementation of small and micro enterprises policy under the background of government support. This part mainly introduces the development policy of small and micro enterprises in developed countries and the enlightenment of the development policy of small and micro enterprises in developed countries, and discusses the problems existing in the policy implementation of small and micro enterprises, including the motivation, policy objective and implementation effect of government support for small and micro enterprises. For example, the United States and the United Kingdom, at the same time sum up their development policies for China; part 6th, mainly introduces the improvement of small and micro enterprise support policy countermeasures.
