【摘要】：基于質(zhì)性分析,以浙江省2015年及之前的科技創(chuàng)新政策作為分析樣本,用編碼分析和共詞分析的方法,分析浙江省科技創(chuàng)新政策的基本結(jié)構(gòu)、政策體系以及演變規(guī)律。研究發(fā)現(xiàn):浙江省科技創(chuàng)新政策結(jié)構(gòu)中管理政策所占份額最大,浙江省科技創(chuàng)新政策體系可分為規(guī)劃改革、激勵(lì)保障、管理實(shí)施三個(gè)部分,其主要目標(biāo)是實(shí)現(xiàn)技術(shù)創(chuàng)新、加速體制改革,優(yōu)化科研計(jì)劃管理,主要實(shí)施對象是研究機(jī)構(gòu)、國際合作項(xiàng)目、技術(shù)獎(jiǎng)勵(lì)條例、技術(shù)規(guī)范、科技成果、科技資金、知識產(chǎn)權(quán)、科研中介、民生工程等,主要手段是政府規(guī)制、資金支持、人才發(fā)展等。從時(shí)間演化角度看,隨著科研機(jī)構(gòu)改制的逐步完成,浙江省科技創(chuàng)新政策的關(guān)注重點(diǎn)已逐漸從研究機(jī)構(gòu)管理轉(zhuǎn)到技術(shù)創(chuàng)新。
[Abstract]:Based on qualitative analysis, this paper analyzes the basic structure of science and technology innovation policy in Zhejiang Province by means of coding analysis and coterm analysis, taking the science and technology innovation policy of Zhejiang Province as the analysis sample in 2015 and before. The policy system and the law of evolution. The research found that: Zhejiang Province science and technology innovation policy structure of management policy share the largest, Zhejiang Province science and technology innovation policy system can be divided into planning reform, incentive protection, management implementation of three parts, Its main objectives are to achieve technological innovation, accelerate the reform of the system, optimize the management of scientific research projects, and mainly implement research institutions, international cooperation projects, technical reward regulations, technical norms, scientific and technological achievements, scientific and technological funds, intellectual property rights, The main means of scientific research intermediary, livelihood engineering and so on are government regulation, capital support, talent development and so on. From the perspective of time evolution, with the gradual completion of the system reform of scientific research institutions, The focus of Zhejiang science and technology innovation policy has gradually shifted from the management of research institutions to technological innovation.
