【摘要】：研究與發(fā)展（簡(jiǎn)稱(chēng)研發(fā)）是一個(gè)國(guó)家或一個(gè)地區(qū)經(jīng)濟(jì)發(fā)展的核心動(dòng)力與創(chuàng)新源泉，是科技活動(dòng)中最為核心的部分。本文首先從研究背景的角度提出了研發(fā)活動(dòng)的重要性和重要意義；其次，通過(guò)對(duì)2000以來(lái)的新疆研發(fā)活動(dòng)在研發(fā)人員投入、研發(fā)經(jīng)費(fèi)支出、研發(fā)活動(dòng)產(chǎn)出、相關(guān)政策方面的情況進(jìn)行分析，得出新疆研發(fā)活動(dòng)的特征；再次，，又根據(jù)新疆研發(fā)活動(dòng)的特征，剖析出當(dāng)前存在的問(wèn)題及原因，認(rèn)為在研發(fā)人員方面主要的問(wèn)題是人員總量過(guò)少，在研發(fā)經(jīng)費(fèi)方面主要的問(wèn)題是經(jīng)費(fèi)來(lái)源渠道單一，在研發(fā)產(chǎn)出方面的主要問(wèn)題是知識(shí)產(chǎn)權(quán)意識(shí)淡薄，在相關(guān)政策方面主要是政策未能執(zhí)行到位的問(wèn)題；最后，針對(duì)研發(fā)人員、研發(fā)經(jīng)費(fèi)、研發(fā)產(chǎn)出方面存在的問(wèn)題提出有針對(duì)性的建議，以期為相關(guān)政府部門(mén)決策提供參考和依據(jù)。
[Abstract]:Research and Development (R & D) is the core motive force and innovation source of a country or a region's economic development. It is the most important part of scientific and technological activities. Firstly, this paper puts forward the importance and significance of R & D activities from the point of view of research background. Secondly, through the investment of R & D personnel in Xinjiang since 2000, the R & D funds are spent. Through the analysis of the output of R & D activities and related policies, the characteristics of R & D activities in Xinjiang are obtained. Thirdly, according to the characteristics of R & D activities in Xinjiang, the existing problems and reasons are analyzed. It is believed that the main problem in R & D personnel is that the total number of R & D personnel is too small, the main problem in R & D funding is the single source of funds, and the main problem in R & D output is the weak awareness of intellectual property rights. At last, the author puts forward some suggestions on the problems of R & D staff, R & D funds and R & D output, in order to provide reference and basis for the relevant government departments to make decisions.
