【摘要】："科技是第一生產(chǎn)力"這一馬克思主義政治經(jīng)濟(jì)學(xué)的基本觀點(diǎn)要求我們必須重視科技創(chuàng)新成果向現(xiàn)實(shí)生產(chǎn)力的轉(zhuǎn)化。就基礎(chǔ)研究來講,要服務(wù)于創(chuàng)新型國家發(fā)展,需要系統(tǒng)思考如何產(chǎn)生從原創(chuàng)到應(yīng)用的重大貫通性成果。為此,就必須加強(qiáng)對科學(xué)基金的知識產(chǎn)權(quán)管理。要實(shí)現(xiàn)這種轉(zhuǎn)變,科學(xué)基金管理部門需要在觀念上對強(qiáng)化知識產(chǎn)權(quán)管理的重要性、加大成果宣示與促進(jìn)順暢產(chǎn)業(yè)化通道的形成、推進(jìn)從基礎(chǔ)研究到出口的全過程研發(fā)管理、形成"理解與同情"基礎(chǔ)研究發(fā)展的健全文化理念等問題有清醒的認(rèn)識。唯有如此,才能推動基礎(chǔ)研究更好地服務(wù)于國家創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的實(shí)施,也才有助于推進(jìn)當(dāng)代中國的馬克思主義政治經(jīng)濟(jì)學(xué)的創(chuàng)新與發(fā)展。
[Abstract]:The basic view of Marxist political economy that "science and technology is the first productive force" requires us to attach importance to the transformation of scientific and technological innovation achievements into real productive forces. In terms of basic research, we should serve the development of innovative countries. There is a need to think systematically about how to produce significant and consistent results from originality to application. In order to achieve this change, it is necessary to strengthen the management of intellectual property rights in science funds. The management department of science fund needs to strengthen the importance of intellectual property management in concept, increase the declaration of achievements and promote the formation of smooth industrialization channel, and promote the whole process of R & D management from basic research to export. Only in this way can we promote basic research to better serve the implementation of the national strategy of innovation-driven development. It is also helpful to promote the innovation and development of Marxist political economy in contemporary China.
