中國(guó)服務(wù)外包產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力研究

【摘要】:20世紀(jì)90年代末,軟件業(yè)外包首先在印度興起,開(kāi)創(chuàng)了國(guó)際服務(wù)外包的先河,之后服務(wù)外包這一新興的服務(wù)業(yè)便在世界范圍內(nèi)發(fā)展壯大,并日益受到各國(guó)的關(guān)注。就近幾年而言,全球服務(wù)外包市場(chǎng)保持著穩(wěn)定的增長(zhǎng),離岸市場(chǎng)的規(guī)模不斷擴(kuò)大,并具有巨大的增長(zhǎng)空間。從國(guó)際分工角度看,美國(guó)、歐盟、日本等發(fā)達(dá)國(guó)家仍然是主要的發(fā)包國(guó),而印度、中國(guó)、俄羅斯、愛(ài)爾蘭、巴西等新興經(jīng)濟(jì)體是主要的接包國(guó),F(xiàn)今,中國(guó)已經(jīng)發(fā)展為全球第二大服務(wù)外包的承接國(guó),僅次于印度,在服務(wù)外包這個(gè)新興產(chǎn)業(yè)中扮演著承接大國(guó)的角色。本文以此為研究背景,對(duì)中國(guó)在承接服務(wù)外包產(chǎn)業(yè)的國(guó)際競(jìng)爭(zhēng)力情況進(jìn)行深入研究。 本文的研究大致分為三個(gè)部分,在闡述研究背景和意義的基礎(chǔ)上,對(duì)我國(guó)國(guó)際服務(wù)外包的產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力進(jìn)行橫向和縱向分析,首先度量我國(guó)服務(wù)外包的產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力發(fā)展水平,再分別針對(duì)服務(wù)外包的子行業(yè)ITO和BPO,對(duì)影響服務(wù)外包產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力的主要因素進(jìn)行中印比較分析,并闡明了中國(guó)在承接國(guó)際服務(wù)外包方面的優(yōu)劣勢(shì)。隨后結(jié)合前文提出的主要因素,分別就ITO和BPO兩個(gè)行業(yè)進(jìn)行產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力的影響因素實(shí)證分析,驗(yàn)證各個(gè)因素的影響程度,并分析原因。最后結(jié)合前文對(duì)中國(guó)的競(jìng)爭(zhēng)優(yōu)劣勢(shì)分析以及實(shí)證分析的結(jié)果,針對(duì)我國(guó)服務(wù)外包存在競(jìng)爭(zhēng)劣勢(shì)的方面,提出一些利于行業(yè)發(fā)展的可行政策。 通過(guò)三個(gè)部分的研究,本文具體得出以下三方面結(jié)論: (1)利用RCA、MS和TCI三個(gè)指標(biāo)對(duì)我國(guó)服務(wù)外包產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力進(jìn)行度量,結(jié)果顯示,中國(guó)在承接服務(wù)外包行業(yè)上確實(shí)具有競(jìng)爭(zhēng)優(yōu)勢(shì),但競(jìng)爭(zhēng)力處于相對(duì)較弱的狀態(tài)。中印比較得出,兩國(guó)服務(wù)外包產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力存在較大的差距,印度具有絕對(duì)的比較優(yōu)勢(shì)。 (2)通過(guò)中印承接服務(wù)外包影響因素的對(duì)比分析,可以總結(jié)得出我國(guó)服務(wù)外包產(chǎn)業(yè)在基礎(chǔ)設(shè)施條件、人力成本和宏觀經(jīng)濟(jì)環(huán)境方面有著競(jìng)爭(zhēng)優(yōu)勢(shì),在市場(chǎng)結(jié)構(gòu)、知識(shí)產(chǎn)權(quán)保護(hù)、人才儲(chǔ)備和利用外資方面相對(duì)處于競(jìng)爭(zhēng)劣勢(shì)。 (3)分別對(duì)TTO和BPO進(jìn)行影響因素實(shí)證分析,結(jié)果顯示:對(duì)于信息技術(shù)服務(wù)外包產(chǎn)業(yè)而言,其市場(chǎng)的集中度較低,利用外資的力度和深度需要加強(qiáng),且知識(shí)產(chǎn)權(quán)保護(hù)的力度與產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力呈現(xiàn)正相關(guān)。對(duì)于業(yè)務(wù)流程外包而言,市場(chǎng)開(kāi)放程度與產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力呈現(xiàn)正相關(guān),而薪酬成本對(duì)于當(dāng)前中國(guó)BPO產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力的影響并不顯著。此外,產(chǎn)業(yè)研發(fā)人員強(qiáng)度與基礎(chǔ)設(shè)施水平對(duì)于整個(gè)服務(wù)外包行業(yè)都產(chǎn)生了正的影響,而行業(yè)發(fā)展水平卻呈現(xiàn)負(fù)的影響,這可能是因?yàn)樾袠I(yè)存在“門檻效應(yīng)”。 本文的創(chuàng)新之處在于: (1)本文在中印的優(yōu)劣勢(shì)比較中,首先提出了對(duì)服務(wù)外包產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力的產(chǎn)生影響的宏觀環(huán)境因素,隨后分別探討影響服務(wù)外包不同子行業(yè)ITO和BPO產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力的主要因素,并進(jìn)行比較分析和實(shí)證分析。這種將服務(wù)外包行業(yè)細(xì)分,分別進(jìn)行影響因素分析及對(duì)比的方法可能為服務(wù)外包產(chǎn)業(yè)競(jìng)爭(zhēng)力的研究提供了新思路。 (2)本文在實(shí)證研究部分采用了新的思路,對(duì)度量產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力的三個(gè)指標(biāo)RCA、MS和TCI分別進(jìn)行影響因素回歸,且在選擇變量時(shí),在傳統(tǒng)的“鉆石模型”的基礎(chǔ)上納入利用外資情況和市場(chǎng)開(kāi)放程度兩個(gè)新的變量進(jìn)行分析,得出了與其他學(xué)者有所不同的結(jié)論,這也為服務(wù)外包行業(yè)國(guó)際競(jìng)爭(zhēng)力的研究提供了一個(gè)全新的研究思路。
[Abstract]:At the end of 1990s, the software outsourcing industry first appeared in India, creating a precedent for international service outsourcing, service outsourcing after this emerging service industry in the world within the scope of development, and has attracted international attention. In recent years, the global service outsourcing market maintained a steady growth, expanding the size of the offshore market and, with tremendous growth space. From the perspective of the international division of labor, the United States, European Union, Japan and other developed countries are still the main contract in India, Chinese, Russia, Ireland, Brazil and other emerging economies are the main Outsourcee country. Nowadays, Chinese has developed to undertake the country, the world's second largest service outsourcing after India, play a role in this country to undertake service outsourcing in emerging industries. This paper is based on this background, the China in the international competitiveness of service outsourcing industry to undertake. Do a thorough study.
This paper is divided into three parts, based on expounding the background and significance of the research on the transverse and longitudinal analysis on industrial international competitiveness of China's international service outsourcing, the development level of the international competitiveness of the industry first measure of China's service outsourcing, and service outsourcing industry respectively for ITO and BPO, the main the factors affecting the international competitiveness of service outsourcing industry in India comparative analysis, and expounds the advantages and disadvantages of China in international service outsourcing aspects. Then combining with the main factors mentioned above, an empirical analysis of factors affecting the international competitiveness of the industry were ITO and BPO in two industries, the influence degree of various factors to verify, and analyze the reasons. According to the analysis on China competitive advantages and disadvantages analysis and empirical results, in view of China's service outsourcing has a competitive disadvantage, put forward some beneficial A feasible policy for the development of the industry.
Through the study of three parts, this article concretely draws the following three conclusions:
(1) the use of RCA, MS and TCI three indicators to measure, the international competitiveness of China's service outsourcing industry shows that China does have a competitive advantage in the service outsourcing industry, but the competitiveness in a relatively weak state. India comparison shows that there is a big gap between China and the international competitiveness of service outsourcing industry, India has a comparative absolute advantage.
(2) by India service outsourcing factors affecting the comparative analysis, can conclude that China's service outsourcing industry in infrastructure, has a competitive advantage of labor costs and macroeconomic environment, market structure, intellectual property protection, talent reserve and the use of foreign capital is relatively at a competitive disadvantage.
(3) TTO and BPO respectively to analyze influence factors, empirical results show that: for the information technology services outsourcing industry, the market concentration is low, the use of foreign capital strength and depth needs to be strengthened, and the enforcement of intellectual property rights and the international competitiveness of the industry showed a positive correlation. The business process outsourcing, positive the relevant market openness and international competitiveness of industry, and the influence of compensation cost for the current Chinese BPO industry's international competitiveness is not significant. In addition, the industrial R & D personnel strength and the level of infrastructure for the entire service outsourcing industry have a positive impact on the development level of the industry, and it has a negative effect, it may be because the industry "threshold effect".
The innovation of this article lies in:
(1) this paper compares the advantages and disadvantages in India, this paper proposes the macro environmental impact on the international competitiveness of service outsourcing industry factors, the main factors were to investigate the effects of service outsourcing in different sub sectors ITO and BPO industry's international competitiveness, and comparative analysis and empirical analysis. The service outsourcing industry segments. Which provides a new idea for research the competitiveness of service outsourcing industry in the method of factors analysis and comparison.
(2) this paper adopts a new idea in the part of empirical research, the three measurement of RCA index of industry's international competitiveness, MS and TCI respectively, the factors influencing the regression, and in the selection of variables, in the traditional "Diamond Model" on the basis of the use of foreign capital into the situation and the degree of market opening two new variables analysis and other scholars have obtained different conclusions, this research for the international competitiveness of service outsourcing industry provides a new research ideas.
