新型農(nóng)村合作醫(yī)療領(lǐng)域職務(wù)犯罪情況分析

【摘要】：正新型農(nóng)村合作醫(yī)療(以下簡(jiǎn)稱"新農(nóng)合")制度是在中央和國(guó)務(wù)院的統(tǒng)一安排部署下,在各級(jí)政府的組織、支持下,農(nóng)村居民自愿參加,個(gè)人、政府和社會(huì)多方籌資,以大病統(tǒng)籌為主的互助共濟(jì)醫(yī)療制度,是幫助城鄉(xiāng)居民抵御各種重大疾病風(fēng)險(xiǎn),防止因病致貧和因病返貧的有效途徑。但是,在政府投入力度不斷加大,城鄉(xiāng)居民參合人數(shù)不斷增多,報(bào)銷比例不斷提高的情況下,一些基層衛(wèi)生院負(fù)責(zé)人、合醫(yī)辦主任及重點(diǎn)崗位人員利用職權(quán)貪污受
[Abstract]:Under the unified arrangement of the Central Committee and the State Council, the new rural cooperative medical care system (hereinafter referred to as "NCMS") is organized and supported by governments at all levels, with the participation of rural residents voluntarily, individual, government and social financing. It is an effective way to help urban and rural residents to resist all kinds of major disease risks and to prevent poverty caused by illness and return to poverty because of illness. However, with the increasing government input, the increasing participation of urban and rural residents, and the increasing proportion of reimbursement, the officials in charge of some grassroots health centers, the directors of the Office of Medical and Medical Services and the key post personnel have been embezzled by the use of their functions and powers.
