本文選題：憲法普及教育 + 憲法信仰��； 參考：《中南大學(xué)》2012年碩士論文

【摘要】：憲法普及教育,其始于憲政之初,且為通達(dá)憲政之途。但無論在實務(wù)界抑或理論界都未引起足夠之重視,憲法普及教育的缺失極大地阻礙著中國憲政的發(fā)展。為保障憲法實施,本文擬對憲法普及教育作系統(tǒng)性的初步探討。 憲法普及教育是以憲法為主要內(nèi)容的普及宣傳活動,是以“人權(quán)憲法”、“控權(quán)憲法”為核心主旨的憲政教育運動。當(dāng)前我國的憲法普及教育存在諸多問題,如在教育理念上,重政治屬性甚于人權(quán)屬性；在普及形式上,自上而下灌輸多于受眾參與；在普及內(nèi)容上,關(guān)注宏觀制度而忽略公民權(quán)利。文章通過對憲法普及教育歷史進(jìn)程的考察,結(jié)合域外憲法普及教育的經(jīng)驗,提出了我國憲法普及教育的完善對策：在理念上,回歸憲法人權(quán)屬性的本質(zhì)；在對象上,以公民和公務(wù)員為主體；在內(nèi)容上以公民的權(quán)利意識、公正意識、民主意識、規(guī)范意識、監(jiān)督意識和公權(quán)力的權(quán)力本源意識、權(quán)力義務(wù)意識、權(quán)力責(zé)任意識、權(quán)力規(guī)范意識等憲政意識為依托；在形式上豐富憲法紀(jì)念,創(chuàng)立憲法宣誓,發(fā)展憲法實踐,營造憲法生活。
[Abstract]:The popularization of education, which started at the beginning of constitutionalism, constitutionalism and prudent way. But no matter in practice or in theory has not attracted enough attention, lack of constitutional education greatly hinders the development of constitutionalism. Chinese to safeguard the implementation of the constitution, this paper intends to make a preliminary discussion of the constitution of the universal education system..
The constitution of universal education is propaganda with the constitution as the main content, is to "human rights constitution", "control the constitution" as the core theme of the constitutional education movement. China's current constitution education has many problems, such as in the educational philosophy, political attribute than human rights attribute; popularization in form. With more than top-down audience participation; in the popularity of the content, focus on the macro system while ignoring the rights of citizens. Through reviewing the process of popularization of education history of the constitution, the constitution of universal education combined with foreign experience, and puts forward some countermeasures for perfecting our constitution of universal education: in theory, return to the essence of human rights attribute of constitution; in the object. The citizen and civil servants as the subject; in content to the awareness of citizen's rights, justice consciousness, democratic consciousness, standard consciousness, consciousness and meaning source of power supervision of public power consciousness, rights and obligations We should rely on the consciousness of constitutionalism, such as consciousness, power responsibility consciousness, power standardization consciousness and so on. In the form, we should enrich the constitution commemorating, create a constitution oath, develop the constitution practice, and create a constitutional life.
