【摘要】：本文總結和分析了貿易政策與競爭政策的關系,梳理了WTO與自貿協定框架下競爭政策多邊、雙邊與區(qū)域協調的局限性、優(yōu)勢和前景,以中國已簽署自貿協定為背景,分析了自貿協定競爭條款的目的、內容和特點。本文指出,近年來自貿協定框架下競爭政策的雙邊和區(qū)域發(fā)展已成為競爭議題重回WTO舞臺的驅動力,而中國等新興經濟體競爭政策的單邊發(fā)展促使美歐重新審視貿易與競爭政策的關系。中國對競爭政策納入多邊、區(qū)域和雙邊機制均應持積極態(tài)度,密切關注、全面參與競爭議題進程,在國際貿易規(guī)制重構期爭取把握規(guī)則制定的主導權和話語權。
[Abstract]:This paper summarizes and analyzes the relationship between trade policy and competition policy, combs the limitations, advantages and prospects of multilateral, bilateral and regional coordination of competition policy under the framework of WTO and FTA. The purpose, content and characteristics of the competition clause of FTA are analyzed. This paper points out that bilateral and regional development of competition policy under the framework of FTA has become the driving force for competition issues to return to the WTO stage in recent years. The unilateral development of competition policy in emerging economies such as China has prompted the United States and Europe to re-examine the relationship between trade and competition policy. China should take a positive attitude towards the integration of competition policy into multilateral, regional and bilateral mechanisms, pay close attention to it, participate in the process of competition issues in an all-round way, and strive to grasp the leading and speaking rights of rulemaking in the reconstruction period of international trade regulation.
