惠州市卷煙市場專賣監(jiān)管對策研究
[Abstract]:Because of its unique nature, since the State Council promulgated the "regulations on Tobacco Monopoly" in 1983, the tobacco industry in our country has officially begun to try out a system of monopoly, which makes tobacco become a collective production in our country. Marketing in a monopoly industry, and the dual functions of government regulation and enterprise management. With the corresponding laws and decrees issued gradually, the national tobacco monopoly system has been further consolidated and improved. The implementation of tobacco monopoly management in China in the past 30 years has not only made an indelible contribution to maintaining the normal order of the cigarette market in China, but also provided a strong guarantee for the tobacco industry to maintain a continuous and stable development. At the same time, it has made great contribution to the rapid development of Chinese economy. However, with the rapid development of China's economy in recent years, the tobacco industry has also experienced a transitional stage of cigarette brand upgrading and transformation. At the same time, the market environment has become increasingly complex, resulting in illegal and illegal activities to push the new layer. This puts forward higher requirements for monopoly regulation. Huizhou is located in the northeast end of the Pearl River Delta in Guangdong Province, belonging to the Pearl River Delta Economic Zone. Cigarette as the most important and most extensive products of tobacco, with the rapid economic development of Huizhou City, the market size has also been leapfrog development. The activity of market economy also leads to a new way of making and selling counterfeit, which poses a new challenge to the regulation of monopoly in Huizhou cigarette market. In order to further improve the efficiency of monopoly supervision in the cigarette market, to create a new pattern of market supervision based on the combination of law administration, industry self-discipline and social supervision, and to perfect the existing cigarette market supervision system with Huizhou characteristics, So select this subject to study. It is hoped that the loopholes and deficiencies in the existing regulatory system can be further clarified, so as to make the monopoly regulation of the cigarette market in Huizhou more systematic, standardized, scientific, and give full play to the rights conferred by the state on the monopoly supervision function in the cigarette market. Maintain the normal order of Huizhou cigarette market and ensure the steady and healthy sustainable development of Huizhou cigarette market. Based on the relevant theories of stakeholders and the theory of government regulation, using the methods of literature research, comparative analysis and questionnaire survey, this paper makes a systematic analysis of the monopoly regulation in Huizhou cigarette market. Aiming at the deficiency and defect of monopoly supervision in Huizhou cigarette market at present, this paper deeply analyzes its deep reasons and puts forward the corresponding countermeasures: 1. Perfect the supervision mechanism; 2, promote the construction of the team; 3, scientific internal supervision; 4, the production and sale of fake all aspects of regulation.
