【摘要】：公共預(yù)算治理,是構(gòu)成我國(guó)國(guó)家治理體系的關(guān)鍵組成部分。目前,我國(guó)公共預(yù)算治理中存在的公共預(yù)算民主化發(fā)展不足、法治化發(fā)展滯后的突出問題,使我國(guó)的公共預(yù)算治理效果大打折扣。要推進(jìn)我國(guó)公共預(yù)算治理現(xiàn)代化,就要重新審視公共預(yù)算治理的改革進(jìn)程,堅(jiān)持預(yù)算民主化和預(yù)算法治化"二輪并進(jìn)",加快推動(dòng)預(yù)算透明制、預(yù)算問責(zé)制、預(yù)算社會(huì)參與制、預(yù)算有效回應(yīng)制"四制齊抓",鞏固我國(guó)公共預(yù)算的民主化和法治化體系。
[Abstract]:Public budget governance is a key component of our national governance system. At present, there are some outstanding problems in the public budget governance in our country, such as the insufficient development of democratization of public budget and the lag of the development of rule of law, which greatly reduces the effect of public budget governance in our country. In order to promote the modernization of public budget governance in our country, we must re-examine the reform process of public budget governance, adhere to the "two rounds of simultaneous progress" of democratization of the budget and the rule of law of the budget, and accelerate the promotion of a transparent budget system, a budget accountability system, and a budget social participation system. The "four systems" should be emphasized in order to consolidate the system of democratization and rule of law in China's public budget.
