【摘要】：南昌臨空經(jīng)濟(jì)區(qū)作為國(guó)務(wù)院批復(fù)成立的第18個(gè)"國(guó)家級(jí)新區(qū)"(贛江新區(qū))的重要組成部分,其戰(zhàn)略定位是建成中部地區(qū)重要航空樞紐和對(duì)外開放門戶、長(zhǎng)江中游高端產(chǎn)業(yè)集聚區(qū)和綠色智慧空港、鄱陽湖生態(tài)經(jīng)濟(jì)區(qū)先導(dǎo)區(qū)和改革創(chuàng)新示范區(qū)、昌九一體化發(fā)展的戰(zhàn)略支點(diǎn)和強(qiáng)力引擎。在這一定位下,南昌臨空經(jīng)濟(jì)區(qū)的法制建設(shè)與經(jīng)濟(jì)發(fā)展本可以共存達(dá)到良性循環(huán),但在中國(guó)漸進(jìn)式改革進(jìn)程中,法律制度往往被看成是改革的負(fù)擔(dān),并由此形成了目前中國(guó)改革中特有的"實(shí)踐先行"現(xiàn)象。通過對(duì)南昌臨空經(jīng)濟(jì)區(qū)的法制現(xiàn)狀及現(xiàn)存問題分析,在總結(jié)國(guó)內(nèi)外區(qū)域經(jīng)濟(jì)發(fā)展實(shí)踐經(jīng)驗(yàn)基礎(chǔ)上,提出了加速南昌臨空區(qū)建設(shè)發(fā)展的法制保障路徑,以期在法制框架內(nèi)利用現(xiàn)有資源來化解上述"矛盾"。
[Abstract]:As an important part of the 18th "National New area" (Ganjiang New area) approved by the State Council, the strategic orientation of the economic zone is to build an important aviation hub in the central region and to open the door to the outside world.High-end industrial agglomeration area and green wisdom airport in the middle reaches of Yangtze River, leading area of Poyang Lake ecological economic zone and demonstration area of reform and innovation, strategic fulcrum and powerful engine of Changjiu integrated development.Under this orientation, the legal system construction and economic development of Nanchang's coastal economic zone could coexist to a virtuous circle, but in the process of gradual reform in China, the legal system is often regarded as the burden of reform.And thus formed the current Chinese reform in the unique "practice first" phenomenon.Based on the analysis of the present legal system and the existing problems of the Nanchang Airport Economic Zone, and on the basis of summing up the practical experience of the regional economic development at home and abroad, this paper puts forward the legal guarantee path to accelerate the construction and development of the Nanchang area.In order to use existing resources within the framework of the legal system to resolve the above-mentioned "contradictions."
