【摘要】：改革開放以來,中國獲得快速發(fā)展,同時突發(fā)公共事件也逐漸增多,建立一個能夠適應(yīng)現(xiàn)代經(jīng)濟社會發(fā)展的應(yīng)急管理保障體系的要求也日漸迫切。應(yīng)急資金作為應(yīng)急保障體系的重要組成部分,對挽回人民生命財產(chǎn),對恢復(fù)正常的生活、經(jīng)濟、社會秩序,有著舉足輕重的作用。通過對目前我國應(yīng)急管理財政資金來源、申請撥付、使用、監(jiān)管等環(huán)節(jié)的研究發(fā)現(xiàn),存在應(yīng)急管理資金來源不足、資金撥付依據(jù)不合理和資金支出安排不科學(xué)的現(xiàn)象;應(yīng)急管理資金的申請撥付存在事急從權(quán)的現(xiàn)象,地方政府存在套取財政資金的現(xiàn)象;應(yīng)急管理資金的使用中存在不規(guī)范的財務(wù)資金使用問題;在資金監(jiān)管中存在檢查成本過高、績效評價體系尚不成熟的問題。
[Abstract]:Since the reform and opening up, China has achieved rapid development, at the same time, the number of public emergencies has gradually increased, and it is increasingly urgent to establish an emergency management and security system that can adapt to the development of modern economy and society.As an important part of emergency security system, emergency funds play an important role in saving people's lives and property, restoring normal life, economy and social order.Through the research on the sources of financial funds, application, use, supervision and other links of emergency management in China, it is found that there are insufficient sources of funds for emergency management, unreasonable basis for the allocation of funds and unscientific arrangements of funds expenditure.The emergency management funds application and allocation have the phenomenon of urgent power, local governments have the phenomenon of taking financial funds; the use of emergency management funds has the problem of non-standard use of financial funds; in the supervision of funds, the cost of inspection is too high,Performance evaluation system is not mature.
