【摘要】：預(yù)算制度是一個國家財政管理體系的基礎(chǔ),同時也反映了一個國家的政治制度、行政管理制度和經(jīng)濟(jì)制度的特點。績效預(yù)算管理是政府在績效管理體系中的核心組成內(nèi)容,是通過衡量投入的支出結(jié)果為目標(biāo)的預(yù)算管理模式。它重點是控制預(yù)算編制、執(zhí)行監(jiān)督的全過程,目的是通過過程控制和關(guān)注預(yù)算資金的產(chǎn)出和結(jié)果。2015年1月1日,我國實行了新的預(yù)算法,第一次以法律的形式指明了公共財政預(yù)算的績效管理要求,為我國預(yù)算的管理體制由傳統(tǒng)預(yù)算管理方式向績效預(yù)算管理轉(zhuǎn)型提供了法律依據(jù)。海關(guān)是國家重要的征稅機(jī)關(guān),在改革和創(chuàng)新績效預(yù)算管理方面面臨很多現(xiàn)實的困境和問題。本文結(jié)合海關(guān)的工作職能和海關(guān)行業(yè)特點,對績效預(yù)算在海關(guān)系統(tǒng)的應(yīng)用中存在的問題進(jìn)行梳理、分析,研究并提出解決對策,從而進(jìn)一步完善海關(guān)在國家經(jīng)濟(jì)發(fā)展中的相關(guān)職能。
[Abstract]:The budget system is the foundation of a country's financial management system, but also reflects a country's political system, the characteristics of the administrative management system and economic system. The performance of budget management is the core of government performance management system in the content, is to measure the investment expenditure result oriented budget management mode. It is the key control the budget, the implementation of the whole process of supervision, the purpose is through process control and focus on budget output and outcome of.2015 in January 1st, China's implementation of the new budget law, in the form of the first law pointed out the requirement of performance management of public finance budget, China's budget management system from the traditional budget management the way to performance budget management transformation provides a legal basis. The customs is an important national tax authorities, face many practical difficulties in the reform and innovation of performance budget management and ask This paper combs the problems of the application of performance budgeting in the customs system combined with the functions of customs and the characteristics of the customs industry, analyzes, studies and proposes solutions, so as to further improve customs related functions in the national economic development.
