【摘要】：正本文在回顧了我國(guó)PPP三個(gè)立法階段及社會(huì)資本合作者的不同法定選擇方式規(guī)定的基礎(chǔ)上,分析了不同立法階段的制度側(cè)重、問(wèn)題及配套立法情況。并在此基礎(chǔ)上分析了當(dāng)前開展相關(guān)立法的目的和意義,以及選擇社會(huì)資本合作者多重方式并存的問(wèn)題和對(duì)于實(shí)現(xiàn)立法目的的可能影響。
[Abstract]:On the basis of reviewing the three legislative stages of PPP in China and the provisions of different legal choices of social capital partners, this paper analyzes the system emphasis, problems and supporting legislation in different legislative stages.On the basis of this, the purpose and significance of the current legislation are analyzed, and the problem of the coexistence of multiple modes of social capital collaborators and the possible impact on the realization of the legislative purpose are also analyzed.
