中原油田勞動(dòng)定員定額標(biāo)準(zhǔn)體系研究

【摘要】:勞動(dòng)定員定額管理是人力資源管理體系中最基礎(chǔ)的工作,對(duì)人力資源的管理與開發(fā)的作用舉足輕重。構(gòu)建科學(xué)完善的勞動(dòng)定員定額標(biāo)準(zhǔn)體系,加快人力資源管理與開發(fā)的制度化、規(guī)范化和標(biāo)準(zhǔn)化進(jìn)程,對(duì)提升企業(yè)人力資源系統(tǒng)管理水平,實(shí)現(xiàn)可持續(xù)發(fā)展具有十分重要意義。 近年來,國(guó)家《勞動(dòng)合同法》等相關(guān)法律法規(guī)相繼頒布實(shí)施,企業(yè)勞動(dòng)用工面臨的形勢(shì)和環(huán)境發(fā)生了很大變化。為了貫徹國(guó)家法律,中國(guó)石化加強(qiáng)了用工管理,努力構(gòu)建和諧勞動(dòng)關(guān)系。這些都對(duì)企業(yè)用工管理產(chǎn)生了深刻的影響。 隨著企業(yè)的快速發(fā)展,中原油田生產(chǎn)經(jīng)營(yíng)規(guī)模不斷擴(kuò)大,在人力資源管理與開發(fā)方面,勞動(dòng)定員定額的制度化、規(guī)范化和標(biāo)準(zhǔn)化過程中存在的問題也逐步顯現(xiàn)。為滿足油田快速發(fā)展的需要,提高隊(duì)伍在國(guó)內(nèi)外市場(chǎng)的競(jìng)爭(zhēng)力,加強(qiáng)勞動(dòng)定員定額管理,發(fā)揮其在生產(chǎn)經(jīng)營(yíng)中的重要作用,構(gòu)建油田科學(xué)完善的勞動(dòng)定員定額標(biāo)準(zhǔn)體系就顯得十分重要和急迫。 本文收集整理了國(guó)家標(biāo)準(zhǔn)、行業(yè)標(biāo)準(zhǔn)、中國(guó)石化企業(yè)標(biāo)準(zhǔn)和中原油田企業(yè)標(biāo)準(zhǔn),在多年來中原油田勞動(dòng)定員定額管理實(shí)踐的基礎(chǔ)上,結(jié)合當(dāng)前國(guó)內(nèi)外管理理論發(fā)展新趨勢(shì),對(duì)現(xiàn)有標(biāo)準(zhǔn)的先進(jìn)性、科學(xué)性和有效性進(jìn)行研究評(píng)價(jià),開展構(gòu)建科學(xué)的中原油田勞動(dòng)定員定額標(biāo)準(zhǔn)體系進(jìn)行研究。通過研究,理清中原油田的各項(xiàng)業(yè)務(wù),按照油田生產(chǎn)領(lǐng)域劃分門類,分析確定具備制定定員標(biāo)準(zhǔn)條件的業(yè)務(wù),編制定員定額標(biāo)準(zhǔn)體系表,加強(qiáng)定員標(biāo)準(zhǔn)的比較和分析,提出不斷完善標(biāo)準(zhǔn)體系的意見。為改進(jìn)基層組織、優(yōu)化隊(duì)伍結(jié)構(gòu)、提高全員勞動(dòng)生產(chǎn)率和企業(yè)經(jīng)濟(jì)效益有具有十分重要意義。
[Abstract]:Labor quota management is the most basic work in the human resource management system and plays an important role in the management and development of human resources. It is of great significance to construct a scientific and perfect standard system of labor quota, to speed up the institutionalization, standardization and standardization of human resource management and development, to improve the management level of human resources system in enterprises and to realize sustainable development. In recent years, the national labor contract law and other relevant laws and regulations have been promulgated and implemented, the situation and environment of labor and employment in enterprises have changed a lot. In order to implement the national laws, Sinopec has strengthened employment management and worked hard to build harmonious labor relations. These all to the enterprise employment management produced the profound influence. With the rapid development of enterprises, the scale of production and management in Zhongyuan Oilfield is expanding constantly. In the aspect of human resource management and development, the problems existing in the process of institutionalizing, standardizing and standardizing the quota of labor force are also gradually appearing. In order to meet the needs of the rapid development of oil fields, improve the competitiveness of the team in the domestic and foreign markets, strengthen the quota management of labor force, and give play to its important role in the production and operation, It is very important and urgent to set up a scientific and perfect quota system. This paper has collected and sorted out the national standards, industry standards, Sinopec enterprise standards and Zhongyuan oilfield enterprise standards. On the basis of the practice of labor quota management in Zhongyuan Oilfield over the years, combined with the current development trend of management theory at home and abroad, This paper makes a research and evaluation on the advanced nature, scientific nature and validity of the existing standards, and studies on the construction of scientific quota system of labor quota in Zhongyuan Oilfield. By studying, sorting out all kinds of business in Zhongyuan Oilfield, dividing into categories according to the production field of the oilfield, analyzing and determining the business that has the condition of establishing the standard of personnel, compiling the system table of the quota standard of the fixed person, strengthening the comparison and analysis of the standard of the fixed person, Put forward the suggestion of improving the standard system continuously. It is of great significance to improve the basic organization, optimize the structure of the team, and improve the productivity of the whole staff and the economic benefits of the enterprise.
