【摘要】：隨著全球變暖的加劇，北極成為了國(guó)際社會(huì)的焦點(diǎn)所在，北極治理也成為了國(guó)際社會(huì)關(guān)注的重要議事日程。北極事務(wù)能否得到妥善解決，不僅關(guān)系到北極地區(qū)的穩(wěn)定，而且與世界的穩(wěn)定和發(fā)展也具有密切聯(lián)系。因此，北極治理的研究具有重要的學(xué)理價(jià)值和現(xiàn)實(shí)意義。本文從北極治理的現(xiàn)狀出發(fā)，試圖厘清北極事務(wù)的本質(zhì)，把握北極治理的脈絡(luò)，揭示北極治理的主要特點(diǎn)，并借此提出了國(guó)際公共事務(wù)的“自主治理”模式。 本文對(duì)以往的研究成果進(jìn)行了簡(jiǎn)要的梳理，發(fā)現(xiàn)現(xiàn)有的北極治理研究大都著眼于北極問(wèn)題的解決，是基于北極治理缺陷提出的某種設(shè)想，并未就北極治理體系進(jìn)行多層次的分析，且很少對(duì)北極治理的實(shí)際特點(diǎn)進(jìn)行歸納。本文對(duì)北極治理全球、多邊、雙邊層次的互動(dòng)實(shí)踐進(jìn)行較為全面、客觀的梳理，結(jié)合北極治理中最重要的行為體——北極國(guó)家在本國(guó)北極戰(zhàn)略、共同宣言、相關(guān)文件以及實(shí)踐中表現(xiàn)出的最新態(tài)度與動(dòng)向，力爭(zhēng)將北極治理結(jié)構(gòu)的“實(shí)然”特點(diǎn)完整地展現(xiàn)出來(lái)。 本文通過(guò)研究發(fā)現(xiàn)，在國(guó)際層面上，北極治理存在著某種程度上的制度缺失，并不存在《北極條約》之類的專門針對(duì)北極的頂層制度設(shè)計(jì)，《聯(lián)合國(guó)海洋法公約》也只是為北極治理提供了一個(gè)原則性的框架。就多邊與雙邊層面而言，北極國(guó)家以北極理事會(huì)為平臺(tái)，就北極治理展開(kāi)了積極的實(shí)踐。北極五國(guó)通過(guò)北冰洋外長(zhǎng)會(huì)議就北極政策進(jìn)行協(xié)調(diào)。北極國(guó)家力圖通過(guò)規(guī)則的制定將區(qū)域外行為體排除在北極治理的進(jìn)程之外。在多邊的框架下，北極國(guó)家內(nèi)部就相關(guān)問(wèn)題的解決進(jìn)行了積極的嘗試。北極國(guó)家間的互動(dòng)取得了一系列重要的成果�；谝陨戏治�，本文對(duì)北極治理的特點(diǎn)進(jìn)行了歸納，并得出北極治理呈現(xiàn)出“外部排他，內(nèi)部協(xié)商”特征的論斷。 針對(duì)北極治理的特點(diǎn)，本文進(jìn)一步從規(guī)模、利益、權(quán)力和規(guī)范四個(gè)變量角度出發(fā)對(duì)北極治理模式進(jìn)行了分析，，并發(fā)現(xiàn)現(xiàn)有的國(guó)際關(guān)系區(qū)域治理理論無(wú)法對(duì)其進(jìn)行很好的解釋。在進(jìn)行可行性分析之后，本文借鑒了政治經(jīng)濟(jì)學(xué)的相關(guān)理論，引入了“自主治理”這一概念，并加入了社會(huì)學(xué)的內(nèi)涵，使之能更加符合北極治理的具體特征，對(duì)國(guó)際公共事務(wù)治理提出了新的設(shè)想�！白灾髦卫怼笔侵竾�(guó)際事務(wù)的相關(guān)行為體（主權(quán)國(guó)家）在沒(méi)有外部力量介入（或外部作用為零）的情況下對(duì)事務(wù)的自我治理，是通過(guò)自主協(xié)商等互動(dòng)進(jìn)而實(shí)現(xiàn)集體選擇的社會(huì)實(shí)踐過(guò)程�！白灾髦卫怼本哂猩鐣�(huì)性、實(shí)踐性和過(guò)程性三個(gè)重要特征。 就理論方面而言，本文對(duì)北極事務(wù)的治理進(jìn)行了較為深入的探討與分析，對(duì)北極治理體系從全球、多邊、雙邊三個(gè)層面進(jìn)行了梳理，對(duì)其特點(diǎn)進(jìn)行了總結(jié)，在一定意義上拓寬了現(xiàn)有北極治理研究的范圍，豐富了研究的相關(guān)內(nèi)容。在總結(jié)北極治理體系特點(diǎn)的基礎(chǔ)上，本文借鑒了經(jīng)濟(jì)學(xué)的相關(guān)理論，提出了國(guó)際事務(wù)治理的一種新模式——“自主治理”模式。雖然這一模式目前僅是一種設(shè)想，其科學(xué)性還有待于進(jìn)一步的驗(yàn)證，但在一定程度上豐富了國(guó)際治理的相關(guān)理論，并為其他國(guó)際事務(wù)的處理提供可借鑒的范例。 就現(xiàn)實(shí)意義而言，本文通過(guò)對(duì)北極治理的全面梳理與系統(tǒng)分析，對(duì)北極治理的特點(diǎn)做出了較為科學(xué)的總結(jié)，有利于北極事務(wù)的良性推動(dòng)，對(duì)中國(guó)北極戰(zhàn)略的制定具有一定的參考意義，并為類似國(guó)際事務(wù)的處理提供了一定的借鑒。
