【摘要】：國(guó)際儲(chǔ)備貨幣制度是指各國(guó)政府為了便于國(guó)際貿(mào)易和國(guó)際結(jié)算的進(jìn)行而對(duì)國(guó)際間各種交易支付所作的一系列制度安排,包括對(duì)此所確定的原則、采取的措施和建立的機(jī)構(gòu)。概括地說(shuō),它是使國(guó)際本位貨幣在國(guó)際間得以順利流通的一種規(guī)范。歷史上使用較為廣泛的幾種國(guó)際儲(chǔ)備貨幣制度為金本位制、布雷頓森林國(guó)際儲(chǔ)備貨幣制度、牙買(mǎi)加國(guó)際儲(chǔ)備貨幣制度等,金本位制由于第一次世界大戰(zhàn)的爆發(fā)以及黃金作為國(guó)際本位貨幣的局限性,使得本來(lái)較為穩(wěn)定的國(guó)際金本位制的國(guó)際儲(chǔ)備貨幣制度最終迎來(lái)了崩潰。而布雷頓森林國(guó)際儲(chǔ)備貨幣制度同樣避免不了推出歷史舞臺(tái)的命運(yùn)�，F(xiàn)階段說(shuō)實(shí)行的多元化國(guó)際儲(chǔ)備貨幣制度在一定程度上避免了前面兩種貨幣制度的缺陷,但是同樣擺脫不了作為國(guó)際本位貨幣最為本質(zhì)的束縛。 本文研究的內(nèi)容主要集中在現(xiàn)行的國(guó)際儲(chǔ)備貨幣制度所存在的問(wèn)題,從以往所實(shí)施的國(guó)際儲(chǔ)備貨幣制度入手,對(duì)其進(jìn)行深入的分析,找出國(guó)際儲(chǔ)備貨幣制度所存在的缺陷,為本文后部分的論述做好鋪墊。本文后續(xù)部分的論述是本文的重點(diǎn),指出現(xiàn)行國(guó)際儲(chǔ)備貨幣制度所存在的問(wèn)題,針對(duì)現(xiàn)行國(guó)際儲(chǔ)備貨幣制度提出自己的改革觀點(diǎn)。 本文的第一部分及第三部分筆者引用了部分有關(guān)國(guó)際儲(chǔ)備貨幣制度的規(guī)定,通過(guò)對(duì)國(guó)際儲(chǔ)備貨幣制度規(guī)定的歸納以及總結(jié),為后續(xù)的論述做好鋪墊。本文不僅運(yùn)用了文獻(xiàn)檢索,同時(shí)運(yùn)用了比較分析的方法,對(duì)以往的國(guó)際儲(chǔ)備貨幣制度進(jìn)行論述,通過(guò)對(duì)以往的國(guó)際儲(chǔ)備貨幣制度的對(duì)比分析,進(jìn)一步分析現(xiàn)行的國(guó)際儲(chǔ)備貨幣制度中所存在的問(wèn)題以及需要改進(jìn)的地方,只有恰當(dāng)?shù)奶幚砹藥渍咧g的關(guān)系,才能夠進(jìn)一步的完善本文的相關(guān)論述。為后面的建議的提出提供足夠的論據(jù)支撐。 雖然現(xiàn)行的國(guó)際儲(chǔ)備貨幣制度在一定程度上有所提升,但是沒(méi)有從根本上完善國(guó)際儲(chǔ)備貨幣制度所存在的問(wèn)題,希望通過(guò)本文的研究可以對(duì)國(guó)際儲(chǔ)備貨幣制度的改革起到積極的推動(dòng)作用。
[Abstract]:The international reserve currency system refers to a series of institutional arrangements made by governments to make payments for international transactions in order to facilitate the conduct of international trade and settlement, including the principles established in this regard, the measures taken and the institutions established. To sum up, it is a kind of norm that makes the international standard currency circulate smoothly in the world. Some of the more widely used international reserve currency systems in history are the gold standard system, the Bretton Woods international reserve currency system, the Jamaica international reserve currency system, and so on. Because of the outbreak of the first World War and the limitation of gold as the international standard currency, the international reserve currency system of the relatively stable international gold standard system finally met the collapse. The Bretton Woods international reserve currency system also can not avoid the fate of launching the historical stage. At present, the pluralistic international reserve currency system to some extent avoids the defects of the previous two monetary systems, but also can not get rid of the most essential bondage as an international standard currency. The content of this paper mainly focuses on the existing problems of the current international reserve currency system, starting with the previous implementation of the international reserve currency system, the in-depth analysis of the international reserve currency system, to find out the shortcomings of the international reserve currency system. For the later part of this article to do a good job of laying the groundwork. The following part of this paper is the focus of this paper, pointing out the existing problems in the current international reserve currency system, and put forward its own reform point of view in view of the current international reserve currency system. In the first and third part of this paper, the author quotes some regulations about the international reserve currency system, through the induction and summary of the international reserve currency system, the author makes a good preparation for the following discussion. This paper not only uses the literature retrieval, but also uses the method of comparative analysis to discuss the former international reserve currency system, and through the comparative analysis of the former international reserve currency system, Further analysis of the existing problems in the current international reserve currency system and the areas that need to be improved, only properly dealt with the relationship between the several, can further improve the relevant discussion of this paper. Provide sufficient support for the later proposal. Although the current international reserve currency system has been upgraded to a certain extent, it has not fundamentally improved the problems existing in the international reserve currency system, It is hoped that the research in this paper can promote the reform of the international reserve currency system.
