【摘要】：國際組織是21世紀最為重要的國際法主體。自2000年開始,聯(lián)合國國際法委員會便著手編纂"國際組織的責任"規(guī)則,2009年一讀通過了66個條文,對國際組織責任制度進行了編纂。條款涉及國際組織的概念、國際組織責任的構(gòu)成、國際組織責任的主體、國際組織責任的形式、各種形式國際組織的責任等多項內(nèi)容。《國際組織的責任條款草案》的通過,標志著國際組織責任規(guī)則將結(jié)束長期以來沒有成文法的歷史,國際責任法律框架和體系將因此日趨完善。
[Abstract]:International organizations are the most important subjects of international law in the 21 st century. Since 2000, the International Law Commission of the United Nations has begun to codify the "responsibility of international organizations" rule. In 2009, 66 articles were adopted on first reading, which codified the regime of responsibility of international organizations. The articles deal with the concept of an international organization, the composition of the responsibility of an international organization, the subject of responsibility of an international organization, the form of responsibility of an international organization, the responsibility of international organizations in all its forms, etc. The adoption of the draft articles on the responsibility of International organizations, The rule of responsibility of international organizations will end the long history of no statutory law, and the legal framework and system of international liability will be perfected day by day.
