【摘要】：價(jià)格彈性理論的分析表明,政府旨在消除國(guó)內(nèi)生產(chǎn)商劣勢(shì)的補(bǔ)貼通常不發(fā)生利益?zhèn)鬟f,而政府超額補(bǔ)貼必然引發(fā)利益?zhèn)鬟f,并且利益?zhèn)鬟f程度與投入產(chǎn)品的需求價(jià)格彈性呈反比關(guān)系。鑒于正向追蹤投入產(chǎn)品的需求價(jià)格彈性不具有可操作性,上游補(bǔ)貼利益?zhèn)鬟f程度的量化應(yīng)逆向回溯投入產(chǎn)品的市場(chǎng)價(jià)格。而在此類(lèi)價(jià)格不存在或不合理時(shí),無(wú)需構(gòu)建調(diào)整價(jià)格,因?yàn)橥獠炕鶞?zhǔn)是相對(duì)客觀、中立的選擇。此外,利益?zhèn)鬟f應(yīng)僅向上游追溯一個(gè)環(huán)節(jié),并以投入產(chǎn)品的補(bǔ)貼數(shù)量為上限。
[Abstract]:The analysis of price elasticity theory shows that the government subsidies aimed at eliminating the disadvantages of domestic producers usually do not have benefit transmission, but excessive government subsidies inevitably lead to benefit transmission. And the degree of interest transmission is inversely proportional to the demand price elasticity of the input product. Since the demand price elasticity of the forward tracking input product is not operable, the quantification of the upstream subsidy benefit transmission degree should be retroactively traced back to the market price of the input product. When such prices do not exist or are unreasonable, there is no need to construct adjusted prices because external benchmarks are relatively objective and neutral choices. In addition, benefits should be transmitted upstream only one link, with input product subsidies as a ceiling.
