【摘要】：目前,反傾銷新出口商復(fù)審制度確實(shí)存在被部分出口商或供應(yīng)商利用于規(guī)避反傾銷措施。因此,有必要規(guī)定具有代表性出口和詳細(xì)的調(diào)查及裁定程序。而且,因?yàn)閷?duì)新出口商來說,新出口商復(fù)審具有原審的功能,因此要適用原審中所適用的程序規(guī)定。此外,要明確規(guī)定具有代表性出口的概念,并將復(fù)審期限規(guī)定為9個(gè)月。
[Abstract]:At present, anti-dumping new exporters review system does exist by some exporters or suppliers to circumvent anti-dumping measures. It is therefore necessary to provide for representative exports and detailed investigation and adjudication procedures. Moreover, since the new exporter's review has the function of original review, the procedural provisions applicable in the original trial are applied. In addition, the concept of representative exports should be clearly defined, and the review period should be set at 9 months.
