【摘要】：區(qū)域海洋機(jī)制的形成和發(fā)展,是南太平洋區(qū)域一體化進(jìn)程的重要組成部分和重大成就之一。這一機(jī)制形成的最初動(dòng)力,來(lái)自南太平洋地區(qū)獨(dú)立、自治島國(guó)政府和人民共同的政治關(guān)切和環(huán)境關(guān)切,并經(jīng)歷了四個(gè)發(fā)展階段:20世紀(jì)70年代中至80年代初,機(jī)制的地理空間"基本構(gòu)塊"、國(guó)際法框架和組織結(jié)構(gòu)框架形制初具;20世紀(jì)80年代,隨著南太平洋論壇漁業(yè)局和南太平洋區(qū)域環(huán)境規(guī)劃署的建立,以及漁業(yè)資源和環(huán)境領(lǐng)域系列公約的通過(guò)和簽署,區(qū)域海洋機(jī)制的組織框架和公約框架基本形成;20世紀(jì)90年代,區(qū)域海洋機(jī)制在實(shí)踐中不斷向縱深發(fā)展,同時(shí)針對(duì)暴露出來(lái)的一些問(wèn)題,采取了積極應(yīng)對(duì)之策;新世紀(jì)以來(lái),區(qū)域海洋機(jī)制在制定區(qū)域海洋政策、確立"四支柱"區(qū)域組織框架、推出區(qū)域海
[Abstract]:The formation and development of the regional seas mechanism is one of the important components and achievements of the South Pacific regional integration process. The initial impetus for this mechanism came from the political and environmental concerns of the independent, autonomous island governments and peoples of the South Pacific region, and went through four stages of development: from the mid-1970s to the early 1980s, The geospatial "basic blocks" of the mechanism, the framework of international law and the framework of organizational structure have taken shape; In the 1980s, with the establishment of the South Pacific Forum Fisheries Agency and the South Pacific Regional Environment Programme, as well as the adoption and signing of a series of conventions in the field of fisheries resources and environment, the organizational and convention framework of the regional seas mechanism was basically formed; In the 1990s, the regional seas mechanism developed in depth in practice, at the same time, some problems were exposed, and some active countermeasures were taken.
