【摘要】：《保護世界文化和自然遺產(chǎn)公約》是自然遺產(chǎn)保護領(lǐng)域內(nèi)的綱領(lǐng)性文件,具有舉足輕重的作用。由于公約制訂時代的局限和實踐的發(fā)展,公約在適用過程中暴露出來的問題日益增多。晚近,世界遺產(chǎn)管理委員會、區(qū)域組織等通過制訂操作指南或區(qū)域性條約的方式,對公約在適用中存在的問題加以修正。作為公約的締約國,中國正在進行自然遺產(chǎn)保護法的立法工作,如何利用公約,借鑒公約的立法經(jīng)驗,對我國自然遺產(chǎn)保護的立法具有重要的理論價值和現(xiàn)實意義。
[Abstract]:The Convention for the Protection of World Cultural and Natural Heritage is a programmatic document in the field of natural heritage protection, which plays an important role. Due to the limitations of the time of convention making and the development of practice, the problems exposed in the application of the convention are increasing day by day. More recently, the World Heritage Management Committee, regional organizations and so on through the formulation of operational guidelines or regional treaties, the convention in the application of the existing problems to be amended. As a signatory to the Convention, China is working on legislation for the protection of natural heritage. How to use the convention and learn from the legislative experience of the convention has important theoretical value and practical significance for the legislation of natural heritage protection in China.
