國際儲備體制法制化的模式選擇

【摘要】：牙買加體系下國際儲備體制的本質是"美元本位",它存在著法律規(guī)則缺失、權力義務不對稱、主權信用貨幣供給失序、IMF治理機制失靈、"特里芬難題"無解等缺憾�！秶H貨幣基金協(xié)定》關于國際儲備的制度規(guī)定也存在著主旨不集中、內容分散、制度粗疏的缺陷,加上IMF治理機制的缺憾,致使國際儲備治理機制失靈。國際儲備體制法制化的模式選擇,短期內宜修訂《國際貨幣基金協(xié)定》,構建主權信用貨幣充當國際儲備職能的約束機制;終極意義上,應激活SDR的國際儲備功能,將SDR塑造為超主權國際儲備貨幣,突破主權國家的利益藩籬,從而一勞永逸地化解國際儲備體制的困境。
[Abstract]:The essence of the international reserve system under the Jamaican system is the "dollar standard", which has the absence of legal rules and asymmetrical powers and obligations. The IMF governance mechanism is out of order and the Triffin problem is not solved. The provisions of the International Monetary Fund Agreement on International Reserve also have some defects, such as lack of concentration, scattered content and rudimentary system. In addition, the defect of IMF governance mechanism leads to the failure of international reserve governance mechanism. In order to choose the mode of legalization of international reserve system, we should revise the Agreement of International Monetary Fund in the short term, construct the binding mechanism of sovereign credit currency to act as the function of international reserve, in the end, we should activate the function of international reserve of SDR. SDR is shaped as a super sovereign international reserve currency, which breaks through the interests of sovereign countries, and solves the dilemma of international reserve system once and for all.
