【摘要】：2009年底的哥本哈根氣候大會最終之所以沒能達(dá)成有法律約束力的文件,主要原因可歸結(jié)為是否堅(jiān)持及如何堅(jiān)持"共同但有區(qū)別的責(zé)任"原則,該原則的內(nèi)容與實(shí)施過程的復(fù)雜性與艱難性揭示了各國間利益紛爭、政治博弈的日益激烈。通過對該原則實(shí)施現(xiàn)狀及存在問題的分析,尋求一條完善原則、協(xié)調(diào)紛爭之路,對于更好地協(xié)調(diào)發(fā)達(dá)國家與發(fā)展中國家之間的利益沖突、解決國際紛爭都將有巨大的指導(dǎo)作用。
[Abstract]:The main reason why the Copenhagen Climate Conference at the end of 2009 ultimately failed to reach a legally binding document was whether and how to adhere to the principle of "common but differentiated responsibilities". The complexity and difficulty of the content and implementation of the principle reveal the conflicts of interests among countries and the increasingly fierce political game. Through the analysis of the present situation and the existing problems of the implementation of the principle, it will have a great guiding role to perfect the principle and coordinate the road of disputes, which will be helpful to better coordinate the conflicts of interest between developed and developing countries and to resolve international disputes.
