IMF決策機(jī)制若干問題研究

【摘要】：作為布雷頓森林體系下建立的,與世界銀行、世界貿(mào)易組織并列的三大國際經(jīng)濟(jì)組織,國際貨幣基金組織從成立至今,見證了當(dāng)代世界經(jīng)濟(jì)的發(fā)展。應(yīng)該說,在布雷頓森林體系下,國際貨幣基金組織對于保持國際貨幣和金融的穩(wěn)定,積極援助發(fā)展中國家以及促進(jìn)世界經(jīng)濟(jì)的發(fā)展,做出了應(yīng)有的貢獻(xiàn)。但是,隨著世界經(jīng)濟(jì)格局的變化,2007年的世界金融危機(jī)、2010年的歐洲債務(wù)危機(jī)以及2011年發(fā)生的美國債務(wù)危機(jī)都充分暴露了牙買加體系下IMF運(yùn)行機(jī)制的內(nèi)在缺陷和系統(tǒng)性風(fēng)險。不論是基金組織從成立時就蘊(yùn)含的全球正義失衡,還是在金融危機(jī)面前映射出的有效性不足,改革IMF,已成為時代的呼聲。 本文立足于改革IMF運(yùn)行機(jī)制中的不合理制度,選擇對投票權(quán)制度和份額制度改革這一切入點(diǎn),首先,從IMF的宗旨、職能、法律地位以及性質(zhì)和IMF決策機(jī)制概況兩個方面簡要介紹了IMF決策制度的基本情況；其次,詳細(xì)的闡述了IMF現(xiàn)行決策制度的不合理因素；再次,就改革IMF的決策制度提出了自己的若干建議；最后,結(jié)合中國與IMF的關(guān)系為線索,就中國參與IMF決策機(jī)制改革提出了一些建議和意見,以期對一個公平合理的國際貨幣體系的建立有所裨益。
[Abstract]:The International Monetary Fund (IMF) has witnessed the development of the contemporary world economy since its establishment as a major international economic organization established under the Bretton Woods system and parallel with the World Bank and the World Trade Organization. It should be said that under the Bretton Woods system, the IMF has made due contributions to maintaining international monetary and financial stability, actively assisting developing countries and promoting the development of the world economy. However, with the change of the world economic pattern, the world financial crisis in 2007, the European debt crisis in 2010 and the American debt crisis in 2011 have fully exposed the inherent defects and systemic risks of the operating mechanism of IMF in Jamaica system. Whether it is the imbalance of global justice contained in the IMF since its founding, or the lack of effectiveness reflected in the face of the financial crisis, the reform of IMF, has become the voice of the times. Based on the unreasonable system in the reform of IMF operating mechanism, this paper chooses the entry point of the reform of the voting rights system and the quota system. Firstly, the purpose and function of the IMF are discussed. The legal status and nature and the general situation of IMF decision-making mechanism are briefly introduced in this paper. Secondly, the unreasonable factors of the current decision-making system of IMF are elaborated in detail. Thirdly, This paper puts forward some suggestions on the reform of the decision-making system of IMF, finally, combining the relationship between China and IMF as a clue, puts forward some suggestions and opinions on China's participation in the reform of the decision-making mechanism of IMF. In order to a fair and reasonable international monetary system to establish some benefits.
