【摘要】：碳關(guān)稅是涉及氣候變化和國際貿(mào)易兩個領(lǐng)域的重要問題。中國作為高排放國和出口貿(mào)易大國之一,無疑是美國、歐盟碳關(guān)稅措施提議和針對的最主要潛在目標(biāo)國。本文從碳關(guān)稅的提出背景到產(chǎn)生原因,從相關(guān)概念厘清到揭示其本質(zhì),系統(tǒng)的對碳關(guān)稅進(jìn)行了闡述。并基于對碳關(guān)稅合法性和可行性問題的探討,得出碳關(guān)稅難以實(shí)行這一結(jié)論。在國際層面,碳關(guān)稅措施體現(xiàn)了各國在碳排放歸屬和責(zé)任承擔(dān)方面的利益矛盾。因此,本文在對碳關(guān)稅與碳排放交易體制的關(guān)聯(lián)分析后,認(rèn)為構(gòu)建全球性碳排放交易市場,在市場調(diào)節(jié)下均衡各國的碳減排成本,才能打破碳減排義務(wù)僵局。中國在此問題上,除了應(yīng)準(zhǔn)確理解碳關(guān)稅的內(nèi)涵和意義,還應(yīng)重視國內(nèi)碳減排政策的實(shí)施,從而保障將來與國際減排體制的接軌。
[Abstract]:Carbon tariff is an important issue related to climate change and international trade. As one of the most important emitters and exporters, China is undoubtedly the main potential target for the proposed and targeted carbon tariff measures by the United States and the European Union. In this paper, the background of carbon tariff is put forward to the cause, the related concepts are clarified to reveal its essence, and the carbon tariff is systematically expounded. Based on the discussion of the legality and feasibility of carbon tariff, the conclusion is drawn that carbon tariff is difficult to carry out. At the international level, carbon tariff measures reflect the interests of countries in carbon attribution and responsibility. Therefore, after analyzing the relationship between carbon tariff and carbon emissions trading system, this paper holds that only by constructing a global carbon emissions trading market and balancing the carbon abatement costs of various countries under market regulation, can the deadlock of carbon reduction obligations be broken. On this issue, China should not only accurately understand the connotation and significance of carbon tariff, but also attach importance to the implementation of domestic carbon abatement policy so as to ensure the future integration with the international emission reduction system.
