【摘要】：目前,歐盟在能源需求量和消費(fèi)量上,已經(jīng)占了世界總量的最大比例。歐盟大部分成員國(guó)的能源需求都依賴(lài)國(guó)外進(jìn)口,能源對(duì)外依存度非常高�？偨Y(jié)了上世紀(jì)應(yīng)對(duì)“全球能源危機(jī)”的經(jīng)驗(yàn),歐盟在不斷努力的制定更多有效的節(jié)能法律政策,以求可以更好的規(guī)避過(guò)度依靠國(guó)外能源所帶來(lái)的風(fēng)險(xiǎn)。 歐盟的節(jié)能法律政策主要有行動(dòng)計(jì)劃和指令組成,涉及的范圍也是非常廣泛的。從工業(yè)領(lǐng)域到建筑領(lǐng)域,從交通領(lǐng)域到家電領(lǐng)域,其中所涉及的節(jié)能方面,歐盟的法律政策都做了非常認(rèn)真而具體的規(guī)定。本文正是從歐盟節(jié)能有關(guān)的法律政策著手,進(jìn)行了系統(tǒng)的介紹和分析。還從中總結(jié)出歐盟自開(kāi)展節(jié)能工作以來(lái)所取得的成效以及面臨的困難和發(fā)展趨勢(shì)。歐盟作為國(guó)際社會(huì)節(jié)能的領(lǐng)頭軍,其相關(guān)成熟的節(jié)能法律政策已經(jīng)成為世界各國(guó)借鑒的榜樣。從歐盟節(jié)能法律政策的形成和發(fā)展可以發(fā)現(xiàn),歐盟節(jié)能工作在上世紀(jì)末逐漸興起的,是在探索中發(fā)展起來(lái)的,是順應(yīng)了社會(huì)的發(fā)展的。 我國(guó)能源資源的總儲(chǔ)藏量雖然較多,但人均的占有量卻很少。由于我國(guó)正進(jìn)入工業(yè)化階段,對(duì)煤、電、油以及其它能源的需求量與日俱增,導(dǎo)致了重要能源的價(jià)格大幅度上漲,以及提高了能源對(duì)外的依存度所帶來(lái)的國(guó)際風(fēng)險(xiǎn)�？梢�(jiàn),我國(guó)也而臨著巨大的節(jié)約能源方面的問(wèn)題。因此,本文針對(duì)我國(guó)目前的有關(guān)的節(jié)能法律法規(guī),進(jìn)行了介紹和分析。在文章最后,提出借鑒歐盟成功的經(jīng)驗(yàn),完善我國(guó)有關(guān)節(jié)能法律法規(guī)的建議。從1973年至今,歐盟的節(jié)能工作已歷經(jīng)了近40年之久。可預(yù)見(jiàn)的是,我國(guó)的節(jié)能工作還是任重道遠(yuǎn),需要不斷的學(xué)習(xí)和完善。
[Abstract]:At present, the European Union in energy demand and consumption, has accounted for the world's largest proportion of the total. Most EU member states depend on foreign imports for their energy demand and are highly dependent on foreign energy. Summing up the experience of dealing with the "global energy crisis" in the last century, the EU is constantly working to formulate more effective energy conservation laws and policies in order to better avoid the risk of over-reliance on foreign energy. The EU's energy-saving legal policy consists mainly of action plans and directives, which also cover a wide range of areas. From the industrial field to the construction field, from the transportation field to the home appliance field, which involves the energy saving aspect, the EU legal policy has made the very serious and concrete stipulation. This article is from the EU energy-saving related laws and policies, a systematic introduction and analysis. It also sums up the achievements, difficulties and development trend of EU since the energy conservation work. As the leading force of energy conservation in the international community, the EU has become a model for reference by all countries in the world. From the formation and development of EU energy conservation laws and policies, it can be found that the EU energy conservation work rose gradually at the end of the last century, developed in the course of exploration and complied with the development of the society. Although the total storage of energy resources in China is more, the per capita amount of energy resources is very small. As China is entering the stage of industrialization, the demand for coal, electricity, oil and other energy resources is increasing day by day, which leads to a large increase in the price of important energy sources and the international risks caused by increasing the dependence of energy sources on other countries. Obviously, our country also faces the huge energy saving aspect question. Therefore, this paper introduces and analyzes the relevant laws and regulations of energy conservation in China. At the end of the article, the author puts forward some suggestions on how to perfect the laws and regulations of energy conservation in China based on the successful experience of EU. Since 1973, the European Union's energy-saving work has gone through nearly 40 years. Predictably, our country's energy-saving work is still a long way to go, need to continue to learn and improve.
