【摘要】：正腐敗治理是全球治理的重要內(nèi)容,也是當前全球治理的熱點和各個國際行為體政策議程中的優(yōu)先事項。在這當中,中國逐步參與反腐敗國際合作與全球腐敗治理,從積極承辦國際反貪大會、牽頭組織國際反貪局聯(lián)合會、積極實施《聯(lián)合國反腐敗公約》并在締約國大會、履約審議中發(fā)揮作用,主動、積極參與全球腐敗治理。十八大以來,中國積極參與制定反腐敗等"新興領域治理規(guī)則"~[1],更是取得了一系列標志性進展。2014年,在亞太經(jīng)合組織(以下簡稱APEC)《北
