【摘要】：針對電子元器件制作中所需的一類重要的材料——電子漿料的技術(shù)進(jìn)步和發(fā)展所帶來的新的、潛在的環(huán)境問題進(jìn)行分析,從產(chǎn)品制備、使用到作為電子廢棄物丟棄這一完整過程對環(huán)境的影響進(jìn)行綜合比對闡述,認(rèn)為金屬導(dǎo)電相的納米化、賤金屬化和低溫固化方向的發(fā)展都存在著新的、甚至更大的環(huán)境風(fēng)險。這種風(fēng)險既有客觀的技術(shù)因素,也有主觀的意識原因,現(xiàn)有相關(guān)法規(guī)及管理措施也未能對這些風(fēng)險進(jìn)行有效的管控。因此,在應(yīng)用電子漿料新技術(shù)的同時,亟需從生產(chǎn)管理及法律等方面加強(qiáng)其對環(huán)境影響的風(fēng)險評估和防控,才能真正實現(xiàn)科技與環(huán)境的協(xié)調(diào)、可持續(xù)發(fā)展。
[Abstract]:In view of the new and potential environmental problems brought about by the technological progress and development of electronic slurry, a kind of important material needed in the manufacture of electronic components, By comparing and expounding the environmental impact of the whole process of electronic waste disposal, it is concluded that there are new or even greater environmental risks in the development of metal conducting phase nanocrystalline, base metallization and low temperature solidification. This kind of risk not only has the objective technical factor but also has the subjective consciousness reason, the existing related law and the management measure also cannot carry on the effective control to these risks. Therefore, with the application of new technology of electronic slurry, it is necessary to strengthen the risk assessment and prevention and control of its impact on the environment from the aspects of production management and law, so as to realize the coordination of science and technology with the environment and the sustainable development.
