【摘要】：WTO于2001年11月在卡塔爾首都多哈召開了第四屆部長級(jí)會(huì)議,會(huì)議通過的《部長宣言》正式啟動(dòng)了多哈發(fā)展議程談判。議程原定于2005年1月1日前全面結(jié)束談判,但由于各成員國在農(nóng)產(chǎn)品貿(mào)易問題上僵持不下,使得多哈談判一再拖延,尤其是在2008年7月,發(fā)展中國家與發(fā)達(dá)國家在農(nóng)產(chǎn)品“特殊保障機(jī)制”問題上的分歧,更使多哈談判幾近破裂�；仡欉@近10年來的多哈艱難談判歷程可以看出,多哈談判的難點(diǎn)在于各國對(duì)農(nóng)產(chǎn)品貿(mào)易談判的分歧,主要涉及農(nóng)業(yè)的三大法律支柱問題即國內(nèi)支持、市場準(zhǔn)入和出口競爭。 本文共分為七章,首先介紹了世界農(nóng)業(yè)貿(mào)易扭曲的根源以及多哈農(nóng)業(yè)談判的背景,其次重點(diǎn)介紹了多哈農(nóng)業(yè)談判的框架性成果,并對(duì)多哈回合下我國農(nóng)產(chǎn)品貿(mào)易的現(xiàn)狀進(jìn)行了分析,最后說明多哈農(nóng)業(yè)談判進(jìn)程緩慢的原因,農(nóng)業(yè)談判對(duì)我國的影響以及我國的應(yīng)對(duì)之策。通過對(duì)多哈農(nóng)業(yè)談判的框架性成果進(jìn)行分析,筆者認(rèn)為雖然發(fā)展中國家在談判中取得了一些利益,但整個(gè)談判過程還是被發(fā)達(dá)國家所主導(dǎo),多哈農(nóng)業(yè)談判成果在很大程度上體現(xiàn)的是發(fā)達(dá)國家的利益。要實(shí)現(xiàn)農(nóng)產(chǎn)品貿(mào)易自由化以及發(fā)達(dá)國家和發(fā)展中國家農(nóng)業(yè)利益的平衡,多哈回合還需要作出更多的努力。
[Abstract]:WTO held its fourth Ministerial Conference in Doha, Qatar in November 2001. The Ministerial Declaration adopted by the Conference officially launched the Doha Development agenda negotiations. The agenda had been scheduled for the full conclusion of the negotiations by 1 January 2005, but the stalemate among member States on agricultural trade had led to repeated delays in the Doha negotiations, particularly in July 2008, The differences between developing countries and developed countries on the issue of special safeguard mechanism for agricultural products have brought the Doha negotiations to a close. Reviewing the difficult negotiation course of Doha in the past 10 years, we can see that the difficulty of Doha negotiation lies in the differences on agricultural trade negotiations, which mainly involve the three legal pillars of agriculture, namely domestic support, market access and export competition. This paper is divided into seven chapters. Firstly, it introduces the root causes of the distortion of world agricultural trade and the background of the Doha agricultural negotiations, and then introduces the framework results of the Doha agricultural negotiations. The paper also analyzes the current situation of China's agricultural trade under the Doha Round, and finally explains the reasons for the slow progress of the Doha agricultural negotiations, the impact of the agricultural negotiations on our country and the countermeasures for our country. Through the analysis of the framework results of the Doha agricultural negotiations, the author thinks that although the developing countries have gained some benefits in the negotiations, the whole negotiation process is still dominated by the developed countries. The outcome of the Doha agricultural negotiations largely reflects the interests of the developed countries. Much more needs to be done to liberalize agricultural trade and balance agricultural interests between developed and developing countries.
