【摘要】：中國(guó)-東盟自貿(mào)區(qū)的建立和發(fā)展,為區(qū)域內(nèi)各成員國(guó)的經(jīng)濟(jì)、金融發(fā)展提供了廣闊的合作平臺(tái),隨著區(qū)域內(nèi)各個(gè)國(guó)家在金融合作領(lǐng)域的不斷擴(kuò)展與合作層次的不斷深化,整個(gè)區(qū)域?qū)⒊尸F(xiàn)出一片欣欣向榮的良好發(fā)展態(tài)勢(shì)。然而,東南亞各國(guó)并未忘記過(guò)去的經(jīng)濟(jì)危機(jī)給本國(guó)經(jīng)濟(jì)發(fā)展帶來(lái)的重創(chuàng),各個(gè)成員國(guó)在吸取金融危機(jī)的慘痛教訓(xùn)后逐步意識(shí)到區(qū)域金融監(jiān)管合作的重要性。由于中國(guó)-東盟自貿(mào)區(qū)成立的時(shí)間不久,各個(gè)成員國(guó)的經(jīng)濟(jì)發(fā)展水平又相差懸殊,因此自貿(mào)區(qū)內(nèi)尚未形成一系列完整的金融監(jiān)管合作機(jī)制。為了推動(dòng)自貿(mào)區(qū)的穩(wěn)健發(fā)展,建立與完善中國(guó)-東盟自貿(mào)區(qū)的金融監(jiān)管合作機(jī)制具有一定的理論和實(shí)踐意義。中國(guó)-東盟自貿(mào)區(qū)金融監(jiān)管合作機(jī)制的建立不僅有利于確保區(qū)域內(nèi)金融市場(chǎng)的穩(wěn)定與安全,避免東南亞危機(jī)的再次爆發(fā),而且對(duì)于我國(guó)金融監(jiān)管制度建設(shè)與完善具有重要推動(dòng)作用。除了引言和結(jié)語(yǔ)外,本文共由四章組成。第一章在介紹金融監(jiān)管基礎(chǔ)理論的基礎(chǔ)上,分別從必要性與可行性?xún)蓚�(gè)方面說(shuō)明了中國(guó)-東盟自貿(mào)區(qū)金融監(jiān)管合作的重要性;第二章在中國(guó)-東盟自貿(mào)區(qū)框架下,討論了成員方金融當(dāng)局之間的監(jiān)管合作以及銀行間的監(jiān)管合作現(xiàn)狀,并指出目前所存在的問(wèn)題;第三章通過(guò)分析和評(píng)價(jià)歐盟和巴塞爾委員會(huì)關(guān)于金融監(jiān)管合作經(jīng)驗(yàn),為完善中國(guó)-東盟自貿(mào)區(qū)金融監(jiān)管合作體系提供經(jīng)驗(yàn)借鑒;第四章針對(duì)中國(guó)-東盟自貿(mào)區(qū)金融監(jiān)管合作方面存在的問(wèn)題提出相應(yīng)的解決對(duì)策,并提出了完善我國(guó)金融監(jiān)管的一些具體建議。
[Abstract]:The establishment and development of the China-ASEAN Free Trade area has provided a broad platform for the economic and financial development of the member countries of the region. With the continuous expansion and deepening of the level of cooperation among the countries in the region in the field of financial cooperation, The whole region will show a good development trend of prosperity. However, the Southeast Asian countries have not forgotten the heavy impact of the past economic crisis on their own economic development, and each member country has gradually realized the importance of regional financial regulatory cooperation after learning from the bitter lessons of the financial crisis. Since the establishment of China-ASEAN Free Trade area (FTA) is not long, the level of economic development of each member country is very different, so the FTAA has not yet formed a series of complete financial supervision and cooperation mechanism. In order to promote the steady development of free trade area, it is of theoretical and practical significance to establish and perfect the financial supervision cooperation mechanism of China-ASEAN free trade area. The establishment of a financial regulatory cooperation mechanism in the China-ASEAN Free Trade area is not only conducive to ensuring the stability and security of the financial market in the region, but also to avoiding the recurrence of the crisis in Southeast Asia. Moreover, it plays an important role in promoting the construction and perfection of financial supervision system in China. In addition to the introduction and conclusion, this paper consists of four chapters. On the basis of introducing the basic theory of financial supervision, the first chapter explains the importance of China-ASEAN free trade area financial supervision cooperation from two aspects of necessity and feasibility, the second chapter is under the framework of China-ASEAN free trade area. This paper discusses the current situation of regulatory cooperation among member financial authorities and between banks, and points out the existing problems. Chapter three analyzes and evaluates the experiences of the European Union and the Basel Committee on financial regulatory cooperation. In order to perfect the financial supervision cooperation system of China-ASEAN Free Trade area, the fourth chapter puts forward the corresponding solutions to the problems existing in the financial supervision cooperation of China-ASEAN Free Trade area. And put forward some concrete suggestions to perfect our country's financial supervision.
