【摘要】：外空領(lǐng)域的國(guó)際合作開(kāi)展得如火如荼,此類(lèi)合作可以在不同的層次、不同的領(lǐng)域展開(kāi)。亞太地區(qū)一直以來(lái)注重外空活動(dòng)的合作,但迄今為止,還沒(méi)有一個(gè)區(qū)域性的機(jī)構(gòu)涉足空間法的合作。建立亞太空間法中心的提議正是對(duì)此需求做出的一個(gè)回應(yīng),希望該中心的建立能夠促進(jìn)亞太地區(qū)空間法的教學(xué)和研究。此中心應(yīng)該是獨(dú)立、中立的學(xué)術(shù)機(jī)構(gòu);至于建立的模式,認(rèn)為在沒(méi)有一個(gè)其他更好的平臺(tái)的情況下,亞太空間合作組織下設(shè)空間法中心不失為次好方案。并以此為契機(jī),進(jìn)一步推動(dòng)區(qū)域空間法的發(fā)展。
[Abstract]:International cooperation in outer space is in full swing and can be carried out at different levels and in different fields.Asia-Pacific has always focused on cooperation in space activities, but so far, no regional agency has been involved in space law cooperation.The proposal to establish the Asia-Pacific Centre for Space Law was a response to that need, and it was hoped that the establishment of the Centre would promote the teaching and research of space law in the Asia-Pacific region.The center should be an independent and neutral academic institution; as for the established model, the establishment of a space law centre under APSCO is considered to be a second best option in the absence of a better platform.And take this as an opportunity to further promote the development of regional space law.
