【摘要】：《巴黎協(xié)定》成為繼《京都議定書》后,全球氣候治理新模式下又一份具有法律約束力的文件。"后巴黎時(shí)代"提出的國(guó)家自主貢獻(xiàn)對(duì)發(fā)展中國(guó)家也做出新的要求,2017年中國(guó)首顆碳衛(wèi)星發(fā)射成為全球CO2監(jiān)測(cè)的"中國(guó)擔(dān)當(dāng)"。碳捕獲與封存技術(shù)是碳減排的有效方法,中國(guó)在該技術(shù)的開(kāi)展運(yùn)行中尚處于初級(jí)水平,其中在捕捉、運(yùn)輸與儲(chǔ)存階段存在地下資源破壞、碳泄漏等風(fēng)險(xiǎn)。因此,通過(guò)借鑒發(fā)達(dá)國(guó)家的技術(shù)監(jiān)管體系,在環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)、技術(shù)檢測(cè)標(biāo)準(zhǔn)方面制定相關(guān)法規(guī)、條例,構(gòu)建中國(guó)的技術(shù)監(jiān)管體系,更好地保障環(huán)境人權(quán)。
[Abstract]:The Paris Agreement became another legally binding document under the new model of global climate governance, following the Kyoto Protocol. "The post-Paris era also calls for independent national contributions to developing countries, with the launch of China's first carbon satellite in 2017 becoming the "China's role" in global CO2 monitoring.Carbon capture and sequestration technology is an effective method to reduce carbon emissions. China is still at the primary level in the development of this technology, among which there are risks of underground resource destruction, carbon leakage and so on in the stages of capture, transportation and storage.Therefore, by drawing lessons from the technology supervision system of developed countries, making relevant laws and regulations in environmental risk assessment and technical inspection standards, constructing the technology supervision system in China to better protect environmental human rights.
