【摘要】：根據(jù)聯(lián)合國經(jīng)濟(jì)、社會和文化權(quán)利國際公約及各國憲法、法律,國家是實現(xiàn)社會權(quán)的中心義務(wù)主體,而非國家行為體(包括個人、家庭、社會組織、企事業(yè)單位、跨國公司等)也負(fù)有部分義務(wù),主要包括尊重義務(wù)、直接實現(xiàn)義務(wù)及間接實現(xiàn)義務(wù)。從發(fā)展趨勢上看,非國家行為體在社會權(quán)領(lǐng)域?qū)⒊袚?dān)越來越多的義務(wù)。
[Abstract]:According to the United Nations International Covenant on Economic, Social and Cultural Rights and national constitutions and laws, the State is the central subject of obligations for the realization of social rights, and not State actors (including individuals, families, social organizations, enterprises and institutions),Multinational corporations also have some obligations, including respect, direct realization and indirect realization.From the perspective of development trend, non-state actors will assume more and more obligations in the field of social rights.
