【摘要】："國際環(huán)境條約程序制度"在歷經(jīng)多年發(fā)展后,呈現(xiàn)出調(diào)整范圍拓寬、權(quán)利義務(wù)細化、法律價值并存等巨大變化,而這些變化在消除國家疑慮、滿足預(yù)防性精神、維護和平穩(wěn)定、適用南�，F(xiàn)狀等方面對南海環(huán)境合作具有重大意義。建議南海環(huán)境合作著重從執(zhí)法程序、監(jiān)督程序、爭端解決程序和應(yīng)急性程序四項制度入手,研究其相關(guān)發(fā)展并加以利用。
[Abstract]:After many years of development, the "International Environmental Treaty procedure system" has shown great changes, such as widening the scope of adjustment, refining rights and obligations, coexistence of legal values, and so on. These changes are dispelling national misgivings and satisfying the precautionary spirit. The maintenance of peace and stability and the application of the present situation in the South China Sea are of great significance to environmental cooperation in the South China Sea. It is suggested that environmental cooperation in the South China Sea should focus on four systems, namely, law enforcement procedures, supervision procedures, dispute settlement procedures and emergency procedures. Study its related development and make use of it.
