【摘要】：國際足聯(lián)世界杯足球賽(FIFAWorld Cup，F(xiàn)WC簡稱世界杯足球賽)是一項(xiàng)國際體育盛事，在世界范圍內(nèi)受到了極大的關(guān)注。而國際足球聯(lián)合會(InternationalFederation of Football Association，F(xiàn)IFA簡稱國際足聯(lián))作為其組織者在其中扮演著舉足輕重的作用。但是，一項(xiàng)如此重大的賽事其在舉辦國遴選機(jī)制上卻充滿了爭議，本文通過對國際足聯(lián)世界杯舉辦國遴選機(jī)制的研究，發(fā)現(xiàn)遴選機(jī)制存在的問題并提出完善建議。 本文的緒論部分主要交代了本文選題的內(nèi)容和緣起，國內(nèi)外學(xué)術(shù)界對于世界杯遴選機(jī)制這一問題的研究現(xiàn)狀，以及本文主要的謀篇布局。 本文第二章通過對國際足聯(lián)世界杯足球賽舉辦國遴選機(jī)制變化規(guī)律的縱向?qū)Ρ龋l(fā)現(xiàn)該遴選機(jī)制在歷史發(fā)展過程中核心機(jī)構(gòu)的變化，并總結(jié)出其遴選規(guī)則變化較頻繁的特點(diǎn)。遴選程序中核心機(jī)構(gòu)的變更一定程度上也體現(xiàn)了國際足聯(lián)權(quán)力集中的過程，另一方面正是由于世界杯舉辦國的遴選規(guī)則變化過于頻繁導(dǎo)致遴選機(jī)制缺乏競爭性。 第三章通過對國際足聯(lián)洲際輪辦政策的探討，對國際足聯(lián)競標(biāo)委員會關(guān)于英格蘭和俄羅斯競標(biāo)書的評估進(jìn)行報(bào)告分析，以及對世界杯足球賽幾次大的丑聞進(jìn)行現(xiàn)象和本質(zhì)的審視，可以清楚地看到現(xiàn)行遴選機(jī)制所面臨的問題，概括起來就是三個(gè)方面：一、遴選機(jī)制缺乏競爭性；二、經(jīng)該遴選機(jī)制做出的決策不科學(xué)；三、遴選程序不透明。 隨后在文章的第四章就三個(gè)突出問題提出了五點(diǎn)完善建議：首先是提高遴選規(guī)則的修改門檻，保持遴選機(jī)制的競爭性；其次是設(shè)立更為科學(xué)的評估標(biāo)準(zhǔn)來避免不科學(xué)的決策；最后針對遴選機(jī)制不透明提出兩條完善建議，其一是在國際足聯(lián)執(zhí)行委員會的設(shè)置上，采用更為公平的設(shè)置方式，限制因?yàn)樵O(shè)置不科學(xué)而導(dǎo)致的遴選過程不透明；另一條完善措施是通過加強(qiáng)內(nèi)外部監(jiān)督的方式，來迫使遴選機(jī)制透明化。最后一條是針對遴選機(jī)制中可能存在的糾紛，，提出建立遴選糾紛處理機(jī)制的建議。
[Abstract]:FIFA World Cup FIFA World CupFWC is an international sporting event. There is a lot of attention around the world, and the International Federation of Football Associations (FIFA) plays a significant role as its organizer. The selection mechanism of the host country for such a major event is full of controversy. Through the study of the selection mechanism of the FIFA World Cup host country, this paper finds out the problems existing in the selection mechanism and puts forward some suggestions to improve the selection mechanism. The introduction part of this paper mainly explains the content and origin of this topic, the current situation of the research on the selection mechanism of the World Cup at home and abroad, and the main layout of this paper. In the second chapter, through the vertical comparison of the rules of the selection mechanism of the FIFA World Cup host country, we find that the selection mechanism has changed in the process of historical development. And summarizes the characteristics of frequent changes in its selection rules. To some extent, the changes in the core institutions in the selection procedure also reflect the process of FIFA's centralization of power. On the other hand, it is because of the frequent changes in the selection rules of the World Cup host countries that the selection mechanism is not competitive. Chapter three reports and analyses the evaluation of England and Russia by the FIFA Intercontinental rotation Policy. As well as examining the phenomenon and nature of several major World Cup football scandals, we can clearly see the problems faced by the current selection mechanism, which can be summed up in three aspects: first, the selection mechanism is not competitive; second, The decision made by the selection mechanism is not scientific; third, the selection procedure is not transparent. Then in the fourth chapter, the author puts forward five suggestions on three outstanding problems: first, raising the threshold of the selection rules to keep the competition of the selection mechanism; secondly, setting up more scientific evaluation criteria to avoid unscientific decision-making; Finally, two suggestions are put forward to improve the selection mechanism, one is to adopt a more fair setting method in the setting of the FIFA Executive Committee, and to limit the opacity of the selection process caused by the unscientific setting; Another perfect measure is to force the selection mechanism to be transparent by strengthening the internal and external supervision. The last one is to put forward the suggestion of establishing the mechanism of dealing with the selection dispute in view of the possible disputes in the selection mechanism.
