【摘要】：敘利亞難民問(wèn)題因敘利亞內(nèi)戰(zhàn)自2011年開(kāi)始,一直持續(xù)至今。大量的敘利亞難民生活在水深火熱之中,因?yàn)樯矸莸奶厥?他們的權(quán)利極易受到侵犯,不能依據(jù)國(guó)際法和歐盟的難民條約來(lái)很好的維護(hù)自己的利益。敘利亞難民的權(quán)利的保護(hù)需要國(guó)際社會(huì)和各主權(quán)國(guó)家的共同努力。本文主要從四個(gè)方面來(lái)論述。第一部分是第一、二章,對(duì)難民的定義概念進(jìn)行了解釋,并對(duì)于本文的研究對(duì)象敘利亞難民的成因、現(xiàn)狀及其對(duì)歐洲的影響進(jìn)行了分析。第二部分是第三章,主要論述對(duì)敘利亞難民進(jìn)行法律保護(hù)的依據(jù),國(guó)際和歐洲對(duì)敘利亞難民保護(hù)的現(xiàn)狀以及遵循的基本原則。本文的重點(diǎn)是第三部分,即論文的第四、第五章。第四章對(duì)于當(dāng)前針對(duì)敘利亞難民的法律保護(hù)存在的缺陷進(jìn)行了分析,指出了其存在的不足和問(wèn)題,第五章提出了對(duì)于難民法律權(quán)利保護(hù)的建議和完善的措施,包括:國(guó)際組織和主權(quán)國(guó)家發(fā)揮職責(zé)、各國(guó)間加強(qiáng)協(xié)調(diào)、歐盟完善其難民條約、改進(jìn)國(guó)際性的難民地位公約,各國(guó)家也要加強(qiáng)自己的難民立法。
[Abstract]:The Syrian refugee problem, due to the Syrian civil war, has continued since 2011. A large number of Syrian refugees live in dire straits, and because of their special status, they are extremely vulnerable to violations of their rights. The protection of the rights of Syrian refugees requires the joint efforts of the international community and the sovereign states. This paper mainly discusses from four aspects. The first part is the first part. In chapter two, the definition of refugees is explained, and the causes, current situation and impact on Europe of the Syrian refugees are analyzed. The second part is the third chapter. This paper mainly discusses the basis of the legal protection of Syrian refugees, the current situation of international and European protection of Syrian refugees and the basic principles to be followed. The emphasis of this paper is the third part, that is, 4th of the thesis. Chapter 5th. Chapter 4th analyzes the shortcomings of the current legal protection of Syrian refugees, points out its shortcomings and problems, and Chapter 5th puts forward some suggestions and measures for the protection of the legal rights of refugees. These include: international organizations and sovereign states to perform their duties, countries to strengthen coordination, the European Union to improve its refugee treaties, to improve the international Convention on the status of Refugees, and countries to strengthen their own refugee legislation.
