【摘要】：冷戰(zhàn)結(jié)束后,世界各國進入發(fā)展的新時期。全球化是這一時期顯著的特征。它促進了交通技術的發(fā)展,提高了跨國運輸?shù)男剩凰鼣U大了網(wǎng)絡技術的運用,加深了各國間的聯(lián)系。但伴隨而來的還有日益復雜的全球性問題。面對尖銳的全球性問題,在國際社會中最具有影響力的主權(quán)國家的行政效率也顯示出一定程度的失靈或無能為力的現(xiàn)象。就在這一背景下,國際非政府組織以其民間性、自愿性等特點,出現(xiàn)在國際社會舞臺上,并在數(shù)量、參與能力與作用等方面取得長足的進步,國際非政府組織的影響將隨著其參與國際社會事務的能力的加強而不斷擴大。 但國際非政府組織所宣稱的各種價值目標真正、徹底地實現(xiàn),仍面臨諸多障礙,有來自外部因素的限制,也有來自內(nèi)部因素的制約。國際非政府組織的國際法主體地位的缺失使其參與國際事務的合法性遭到質(zhì)疑,嚴重影響其功能的正常發(fā)揮；主權(quán)國家對國際非政府組織的項目活動的干擾,使其難以正常順利地開展活動,嚴重影響其行動效率；國際非政府組織的獨立性、民主性不足等問題也嚴重影響其自身的可持續(xù)發(fā)展。為改善國際非政府組織生存與發(fā)展現(xiàn)狀,探尋更為順暢的發(fā)展軌道,筆者將通過研究國際非政府組織的概念、性質(zhì),分析國際非政府組織的特點、地位以及實踐的優(yōu)勢,并在最后一章闡述了各種障礙產(chǎn)生的原因背景,以及聯(lián)系實際提出相關改善建議,尋求最終有助解決問題的展望性方法。
[Abstract]:After the end of the Cold War, the countries of the world entered a new period of development. Globalization is a remarkable feature of this period. It promotes the development of transportation technology and improves the efficiency of transnational transportation, and it expands the application of network technology. It deepens ties between nations. But it comes with increasingly complex global problems. Facing acute global problems, The administrative efficiency of the most influential sovereign States in the international community also shows a certain degree of failure or powerlessness. In this context, international non-governmental organizations are characterized by their folklore and their voluntary nature. Appearing on the stage of international society, and making great progress in the aspects of quantity, ability and function of participation, the influence of international non-governmental organizations will be expanded with the strengthening of their ability to participate in international social affairs. However, the various value goals declared by international non-governmental organizations, which are truly and completely achieved, still face many obstacles and are limited by external factors. There are also constraints from internal factors. The lack of the subject status of international law of international non-governmental organizations makes their legitimacy of participation in international affairs questioned, seriously affecting their normal function; The interference of sovereign States with the project activities of international non-governmental organizations makes it difficult for them to carry out their activities normally and smoothly, seriously affecting the efficiency of their operations, and the independence of international non-governmental organizations, In order to improve the survival and development status of international non-governmental organizations and to explore a smoother development track, the author will study the concept and nature of international non-governmental organizations. This paper analyzes the characteristics, status and practical advantages of international non-governmental organizations, and in the last chapter expounds the causes and backgrounds of various obstacles, and puts forward relevant suggestions for improvement in connection with the actual situation, in order to find out the prospective methods that will help to solve the problems.
