【摘要】：核恐怖主義犯罪是一種新型的恐怖犯罪,既具有一般恐怖犯罪的特征,又有其特別之處。核恐怖主義犯罪是當(dāng)今國(guó)際社會(huì)和平與安全面臨的嚴(yán)重挑戰(zhàn)之一。它破壞正常的國(guó)際秩序,威脅世界的和平與發(fā)展,動(dòng)輒造成巨大的財(cái)產(chǎn)損失和人員傷亡,隨著全球化的發(fā)展,核恐怖主義犯罪的危害將更加嚴(yán)重。對(duì)核恐怖主義犯罪的防治,關(guān)系著國(guó)際正常秩序和穩(wěn)定局勢(shì),同時(shí)又關(guān)乎每個(gè)國(guó)家的安全,為此,需要有效防治核恐怖主義犯罪,維護(hù)穩(wěn)定的國(guó)際政治經(jīng)濟(jì)新秩序。面對(duì)核恐怖主義犯罪,我們不能坐以待斃,需要聯(lián)合世界的力量,做好充分的防范措施。這也是研究核恐怖主義犯罪的意義。 針對(duì)核恐怖主義犯罪的現(xiàn)狀以及在防范核恐怖主義犯罪的措施中存在的諸多問(wèn)題,國(guó)際社會(huì)應(yīng)當(dāng)不斷完善防范核恐犯罪的法律規(guī)制、合作機(jī)制,加強(qiáng)核恐怖犯罪的應(yīng)急和處理,深化在實(shí)踐方面的合作,不斷提升防范核恐犯罪的能力和水平。面對(duì)核恐怖主義犯罪的嚴(yán)峻挑戰(zhàn),我國(guó)應(yīng)當(dāng)深化與國(guó)際社會(huì)的反核恐對(duì)接,不斷完善國(guó)內(nèi)的法律規(guī)制,加強(qiáng)在防范犯罪機(jī)制方面與國(guó)際社會(huì)的對(duì)接,進(jìn)一步深化在政治、法律、技術(shù)上的合作,不斷完善防范核恐犯罪的路徑,為維護(hù)國(guó)際社會(huì)的和平與穩(wěn)定貢獻(xiàn)自己的力量。 對(duì)防范核恐怖主義犯罪對(duì)策的研究,需要多方面的研究,要結(jié)合這類犯罪所具有的國(guó)際屬性和刑法屬性,研究多方位的防治對(duì)策。通過(guò)歷史研究、比較研究、實(shí)證研究來(lái)尋求防治核恐犯罪的措施。
[Abstract]:The crime of nuclear terrorism is a new type of terrorist crime, which has the characteristics of ordinary terrorist crimes. The crime of nuclear terrorism is one of the serious challenges to the peace and security of the international community today. It undermines the normal international order, threatens world peace and development, and results in enormous loss of property and casualties, With the development of globalization, the harm of nuclear terrorism crime will become more serious. The prevention and control of nuclear terrorism crime is related to the normal international order and stability, and at the same time to the security of every country. For this reason, We need to effectively prevent and control nuclear terrorism crimes and maintain a stable new international political and economic order. In the face of nuclear terrorism crimes, we cannot sit idly by and we need to unite forces in the world. Take adequate precautions. This is also the significance of studying the crime of nuclear terrorism. In view of the current situation of the crime of nuclear terrorism and the many problems existing in the measures to prevent the crime of nuclear terrorism, the international community should constantly improve the legal regulation and cooperation mechanism for preventing the crime of nuclear terrorism. Strengthening the emergency response and handling of nuclear terrorism crimes, deepening cooperation in practice, and constantly improving the capability and level of preventing nuclear terrorism crimes. In the face of the severe challenge of nuclear terrorism crimes, China should deepen the anti-nuclear terrorism docking with the international community. Constantly improve domestic legal regulations, strengthen the docking with the international community in crime prevention mechanisms, further deepen cooperation in politics, law, and technology, and constantly improve the path of preventing nuclear terrorism crimes. We will contribute our own strength to the maintenance of peace and stability in the international community. In order to study the countermeasures to prevent nuclear terrorism crime, we need many aspects of research. We should combine the international attribute and the criminal law attribute of this kind of crime, study the prevention and cure countermeasure in many directions. Through the historical research, we should make a comparative study. Empirical research to seek prevention and control of nuclear terrorism crime measures.
