當(dāng)前國際海運(yùn)硫減排的博弈態(tài)勢及其對中國的影響

【摘要】:船舶廢氣中的硫化物污染已經(jīng)引起國際社會的高度關(guān)注。國際海事組織制定了一系列國際海運(yùn)減排的規(guī)章制度,提出了環(huán)境保護(hù)的戰(zhàn)略目標(biāo),呈現(xiàn)出"硬法化"的趨勢。硫排放控制區(qū)的出現(xiàn)是國際海事組織環(huán)境治理的制度革新,亦是西方國家環(huán)境霸權(quán)的必然產(chǎn)物。面臨國際海運(yùn)硫減排,中國面臨責(zé)任、資金、話語權(quán)、監(jiān)管等方面的履約困境。中國可以在IMO規(guī)則范圍內(nèi),從參與IMO建章立制過程、促進(jìn)減排科技國際轉(zhuǎn)移、提升提案質(zhì)量、推動國際合作等方面入手,逐漸形成新的議題與對策體系。
[Abstract]:The sulphide pollution in ship exhaust gas has aroused the attention of the international community. The International Maritime Organization (IMO) has formulated a series of rules and regulations of international maritime transport emission reduction, and put forward the strategic goal of environmental protection. The emergence of the sulfur emission control area is not only the institutional innovation of the environmental governance of the International Maritime Organization, but also the inevitable outcome of the environmental hegemony of the western countries. China can, within the scope of the IMO rules, take part in the process of establishing rules and regulations for the IMO, promote international transfer of emission reduction science and technology, improve the quality of proposals, and promote international cooperation. Gradually form a new system of issues and countermeasures.
