【摘要】："人的安全"是西方國家在冷戰(zhàn)后提出的國際主張,它主要包括經(jīng)濟(jì)、食物、健康、環(huán)境、人身、社會和政治安全等七個(gè)要素,具有普遍性、以人為本、獨(dú)立性和早期預(yù)防四項(xiàng)基本特征并基于保護(hù)和賦權(quán)這兩個(gè)相互強(qiáng)化的支柱。在機(jī)制建設(shè)等方面,"人的安全"取得了一定的成就。由于其定義的模糊性、沒有實(shí)質(zhì)的新意、與人權(quán)和發(fā)展問題重疊等缺陷,聯(lián)合國和一些國家相繼放棄或削弱了對"人的安全"的支持。但近年來的動(dòng)向表明,"人的安全"正在從1.0版向2.0版發(fā)展,歐盟成為實(shí)施和領(lǐng)導(dǎo)"人的安全"議程的中心。
[Abstract]:"Human security" is an international proposition put forward by western countries after the cold war. It mainly includes seven elements: economy, food, health, environment, human body, social and political security. It is universal and people-oriented. Four basic features of independence and early prevention and based on the two mutually reinforcing pillars of protection and empowerment... "Human security" has achieved some success, including in the area of institution-building... due to the ambiguity of its definition, there is no substantive innovation, Gaps such as overlapping human rights and development issues have led the United Nations and a number of countries to abandon or weaken their support for human security. But recent developments have shown that human security is evolving from version 1.0 to version 2.0, The EU is at the centre of implementing and leading the human security agenda.
