【摘要】："環(huán)阿爾泰山次區(qū)域"是"絲綢之路經(jīng)濟帶"的重要組成部分,其由中國、俄羅斯、哈薩克斯坦和蒙古國的部分地區(qū)構(gòu)成。總體上而言,"環(huán)阿爾泰山次區(qū)域"內(nèi)的經(jīng)濟基礎較弱,活躍度亦較低,但能源儲量豐富且四國間的能源合作規(guī)模日趨擴大,而與之相應的多邊法律保障機制卻未能及時構(gòu)建與完善,特別是在法律條文適用、司法管轄權(quán)、司法成本等方面存在較大爭議與諸多缺失。因此,在"一帶一路"和"上海合作組織"的雙重框架內(nèi)根據(jù)中、俄、哈、蒙四國間能源合作的現(xiàn)狀,以"多邊協(xié)同"模式進行相關的法律機制創(chuàng)新對"環(huán)阿爾泰山次區(qū)域"的可持續(xù)性合作發(fā)展具有重要意義。
[Abstract]:The "Altai Subregion" is an important part of the Silk Road Economic Belt, which is made up of parts of China, Russia, Kazakhstan and Mongolia. The economic base and activity of the region are weak and low, but the energy reserves are abundant and the scale of energy cooperation among the four countries is expanding day by day. However, the corresponding multilateral legal protection mechanism has not been constructed and perfected in time, especially in the application of legal provisions, jurisdiction, judicial costs and other aspects of greater controversy and many deficiencies. Under the dual framework of "Belt and Road" and "Shanghai Cooperation Organization", the current situation of energy cooperation among China, Russia, Kazakhstan and Mongolia is based on. The innovation of relevant legal mechanism based on the model of "multilateral synergy" is of great significance to the sustainable development of the "Altay Sub-region".
