【摘要】：伴隨著人口的增加，人類(lèi)對(duì)資源的需求也日益增加，有限的陸地資源逐漸不能滿(mǎn)足人類(lèi)的需求，于是，人類(lèi)逐漸將目光轉(zhuǎn)向海洋資源。作為地球生物多樣性最為豐富的區(qū)域之一，海洋資源逐漸被人類(lèi)發(fā)現(xiàn)并進(jìn)一步予以利用。海洋生物資源在人類(lèi)的生產(chǎn)和生活中，始終發(fā)揮著重要的作用，是人類(lèi)開(kāi)發(fā)最早的海洋資源之一，因此，，想要進(jìn)一步的開(kāi)發(fā)利用和保護(hù)海洋資源，就得先對(duì)海洋生物資源進(jìn)行有效的保護(hù)。然而，由于人類(lèi)對(duì)海洋生物資源過(guò)度的開(kāi)發(fā)和利用以及伴隨而來(lái)的海洋污染事件的頻發(fā)，海洋生物資源的生存和發(fā)展受到了極大的威脅。海洋資源具有整體性，所以，要想實(shí)現(xiàn)對(duì)海洋資源、海洋生物資源的有效保護(hù)就需要世界各國(guó)進(jìn)行廣泛而密切的國(guó)際環(huán)境合作。要實(shí)現(xiàn)對(duì)海洋生物資源的長(zhǎng)期有效利用，繼續(xù)維持海洋生物資源的生態(tài)價(jià)值，就必須加大政府對(duì)相關(guān)海洋生物資源保護(hù)企業(yè)、科研機(jī)構(gòu)在財(cái)政等方面的扶持或者實(shí)施一些特惠政策，對(duì)海洋生物資源的發(fā)展在政策方面進(jìn)行必要的支持；加強(qiáng)海洋生物資源數(shù)據(jù)的調(diào)查收集，為我國(guó)參與海洋生物資源國(guó)際環(huán)境合作提供基礎(chǔ)性數(shù)據(jù)；抓緊改善政府與海洋生物資源科研機(jī)構(gòu)的合作機(jī)制，提高我國(guó)參與海洋生物資源國(guó)際合作組織的決策能力，進(jìn)一步優(yōu)化人員結(jié)構(gòu)和素質(zhì)，建立一支專(zhuān)業(yè)化合作團(tuán)隊(duì)；進(jìn)一步完善國(guó)際、國(guó)內(nèi)海洋環(huán)境保護(hù)的法律法規(guī)體系，制定相應(yīng)的可供操作的實(shí)施細(xì)則和標(biāo)準(zhǔn)；嚴(yán)格執(zhí)法，及時(shí)查處和糾正違法行為，維護(hù)我國(guó)法律的權(quán)威，依法強(qiáng)化環(huán)境管理，同時(shí)，繼續(xù)加強(qiáng)在海洋生物資源領(lǐng)域的國(guó)際科技合作，積極參與海洋資源保護(hù)領(lǐng)域的國(guó)際環(huán)境合作、國(guó)際會(huì)議以及國(guó)際上相關(guān)條約、公約的制定與執(zhí)行，進(jìn)而維護(hù)我國(guó)的海洋主權(quán)和領(lǐng)土完整，有效維護(hù)我國(guó)負(fù)責(zé)任的海洋大國(guó)形象。 本文在概括了海洋生物資源的概念、特性以及分析了國(guó)際環(huán)境合作原則的基礎(chǔ)上，對(duì)國(guó)際社會(huì)海洋生物資源國(guó)際合作的現(xiàn)狀進(jìn)行了分析，在重點(diǎn)分析了我國(guó)海洋生物資源國(guó)際合作現(xiàn)狀的基礎(chǔ)上，針對(duì)我國(guó)海洋生物資源國(guó)際合作中存在的問(wèn)題提出了完善我國(guó)海洋生物資源國(guó)際合作機(jī)制的構(gòu)想，試圖為我國(guó)海洋生物資源保護(hù)國(guó)際環(huán)境合作的進(jìn)一步完善盡一份綿薄之力。
[Abstract]:With the increase of population, the human demand for resources is also increasing, the limited land resources gradually can not meet the human needs, so. As one of the most abundant biodiversity areas on the earth, marine resources are gradually discovered and further utilized by human beings. The marine living resources are in the production and life of human beings. Has always played an important role, is one of the earliest human exploitation of marine resources, therefore, to further develop and protect marine resources, we must first carry out effective protection of marine living resources. Because of the overexploitation and utilization of marine living resources by human beings and the frequent occurrence of marine pollution events, the survival and development of marine living resources are greatly threatened. In order to realize the effective protection of marine resources, the effective protection of marine living resources requires extensive and close international environmental cooperation and the long-term effective use of marine living resources. To continue to maintain the ecological value of marine living resources, we must increase the government to protect marine living resources enterprises, scientific research institutions in the financial support or implement some preferential policies. Provide the necessary policy support for the development of marine living resources; To strengthen the survey and collection of marine living resources data to provide basic data for our country to participate in the international environmental cooperation of marine living resources; We will step up efforts to improve the cooperation mechanism between the government and scientific research institutions for marine living resources, enhance our ability to participate in the decision-making of international cooperation organizations on marine living resources, and further optimize the structure and quality of personnel. Establish a professional cooperation team; Further improve the international and domestic marine environmental protection laws and regulations system, formulate the corresponding operational rules and standards; We will strictly enforce the law, promptly investigate and correct illegal acts, safeguard the authority of our laws, and strengthen environmental management according to law. At the same time, we will continue to strengthen international scientific and technological cooperation in the field of marine living resources. To actively participate in the international environmental cooperation in the field of marine resources protection, international conferences and international treaties, conventions, and the formulation and implementation of the Convention, thereby safeguarding China's maritime sovereignty and territorial integrity. Effectively maintain the image of our country as a responsible marine power. On the basis of summarizing the concept and characteristics of marine living resources and analyzing the principles of international environmental cooperation, this paper analyzes the current situation of international cooperation on marine living resources. Based on the analysis of the current situation of international cooperation on marine living resources in China, this paper puts forward the idea of perfecting the international cooperation mechanism of marine living resources in view of the problems existing in the international cooperation on marine living resources in China. This paper tries to contribute to the further improvement of international environmental cooperation of marine living resources protection in China.
