【摘要】：制度性話語(yǔ)權(quán)是國(guó)際法中國(guó)家權(quán)力的表現(xiàn)形態(tài),國(guó)際金融制度性話語(yǔ)權(quán)是國(guó)際金融秩序的基本范疇和核心要素。國(guó)際金融制度發(fā)展歷史,是一個(gè)在金融強(qiáng)國(guó)間不斷展現(xiàn)制度性話語(yǔ)權(quán)作用的歷史。它的更替交融,建構(gòu)了不同階段的國(guó)際金融秩序。21世紀(jì)國(guó)際金融制度性話語(yǔ)權(quán)呈現(xiàn)出主體多元、模式多樣、機(jī)構(gòu)多邊、效力多層次的特點(diǎn)。中國(guó)以亞投行、人民幣入籃、金磚銀行等全球金融治理中的實(shí)踐,顯示了明顯的話語(yǔ)權(quán)提升,并逐步走向制度性話語(yǔ)權(quán)的構(gòu)建。進(jìn)一步揭示中國(guó)制度性話語(yǔ)權(quán)的代表性問(wèn)題、話語(yǔ)權(quán)的參與度與透明度問(wèn)題,確定制度性話語(yǔ)權(quán)建構(gòu)的邏輯脈絡(luò),以新價(jià)值觀、中國(guó)模式、區(qū)域合作、軟法治理、國(guó)際金融標(biāo)準(zhǔn)制定作為中國(guó)制度性話語(yǔ)權(quán)建構(gòu)的路徑。實(shí)現(xiàn)提高我國(guó)在全球金融治理中的制度性話語(yǔ)權(quán),構(gòu)建廣泛的利益共同體的目標(biāo)。
[Abstract]:Institutional discourse right in international law Chinese power forms, international financial institutional discourse right is the basic category and core elements of the international financial order. The historical development of the international financial system, is a financial power between the unfolding system of discourse of history. It blends the replacement, the different stages of the construction the international financial system and international financial order.21 century discourse shows the diversity, pattern diversity, multilateral institutions, the effectiveness of multi level characteristics. China to Asian investment bank, RMB into the basket, the practice of bank BRIC global financial governance, shows obviously enhance the right to speak, and gradually build system of discourse the representative further revealed. China institutional discourse problems, problems of participation and transparency of the right to speak, to determine the logic of construction of system of discourse, with new values, Chinese mode Regional cooperation, soft law governance, and international financial standard setting as the path to build institutional discourse power in China. To achieve the goal of improving our institutional discourse power in global financial governance and building a broad interest community.
