【摘要】：北冰洋面積約1 300×104km2,周邊國(guó)家對(duì)200 M(海里)大陸架及專屬經(jīng)濟(jì)區(qū)的劃界現(xiàn)狀及對(duì)200 M外大陸架的訴求,對(duì)于我們參與北極科考具有十分重要的參考意義。大陸架與專屬經(jīng)濟(jì)區(qū)的劃界,美國(guó)與蘇聯(lián)已簽署協(xié)定,美國(guó)國(guó)會(huì)已批準(zhǔn),但前蘇聯(lián)和俄羅斯未批準(zhǔn),這直接導(dǎo)致兩國(guó)的海域爭(zhēng)議不斷。俄羅斯與挪威也已簽署協(xié)議。美國(guó)與加拿大之間未簽署協(xié)議,爭(zhēng)議區(qū)超過(guò)7 000 M2。丹麥與加拿大已簽署協(xié)議,完成劃界,但存在漢斯島的主權(quán)爭(zhēng)議。挪威與丹麥及挪威與冰島已完成劃界。根據(jù)《聯(lián)合國(guó)海洋法公約》第76條規(guī)定,北冰洋周邊國(guó)家擁有確定北冰洋200 M外大陸架的權(quán)利。俄羅斯和挪威已提交200 M外大陸架劃界方案,挪威對(duì)南森海盆西部的劃界方案已得到大陸架界限委員會(huì)原則同意,但俄羅斯方案仍有很大的爭(zhēng)議。作為《斯瓦爾巴條約》的簽署國(guó),斯瓦爾巴協(xié)定區(qū),我們有權(quán)進(jìn)入;因美國(guó)沒(méi)有簽署《聯(lián)合國(guó)海洋法公約》,阿拉斯加北部大陸架及200 M外的楚科奇海臺(tái),都是我們進(jìn)行科考的選擇。此外,也可以通過(guò)國(guó)際合作,參與不同海域的科考和研究。
[Abstract]:The area of the Arctic Ocean is about 1 300 脳 10 4 km 2. The current situation of the delimitation of the 200 m (nautical mile) continental shelf and exclusive economic zone and the claim to the outer 200 m continental shelf by the surrounding countries are also discussed. The delimitation of the continental shelf and the exclusive economic zone has been agreed between the United States and the Soviet Union and ratified by the United States Congress, but not by the former Soviet Union and Russia. This has directly led to ongoing maritime disputes between the two countries. Russia and Norway have also signed an agreement. There is no agreement between the United States and Canada, and the disputed area exceeds 7,000 M2.Denmark has signed an agreement with Canada. The demarcation was completed, but there was a dispute over the sovereignty of Hans Island. Norway and Denmark and Norway and Iceland have completed the demarcation... in accordance with article 76 of the United Nations Convention on the Law of the Sea. The countries around the Arctic Ocean have the right to determine the continental shelf beyond 200m in the Arctic Ocean. Russia and Norway have submitted a plan for the delimitation of the continental shelf beyond 200m. While Norway's delimitation programme for the western part of the Nansen basin has been agreed upon in principle by the Commission on the limits of the Continental Shelf, the Russian proposal remains highly controversial... as a signatory to the Svalbard Treaty, the Svalbard Agreement area. We have the right to enter; Because the United States has not signed the United Nations Convention on the Law of the Sea, the continental shelf in northern Alaska and the Chukchi Sea platform 200 meters away are our choice for scientific research. In addition, international cooperation can also be adopted. Participate in scientific research and research in different sea areas.
