【摘要】：自近代以來,日本就開始探索海洋立國的方略和具體政策。經(jīng)過不同歷史時(shí)期長時(shí)間的醞釀、積累、爭論、挫敗和調(diào)整,21世紀(jì)以來其海洋戰(zhàn)略目標(biāo)和方向愈益明晰,政策行為日見具體,并形成了一套為之服務(wù)的決策體系。日本海洋戰(zhàn)略作為一項(xiàng)國家綜合性戰(zhàn)略,其核心是日美海權(quán)同盟,具體而言即以日美同盟為主軸,聯(lián)合具有共同價(jià)值觀的民主國家形成全球性海洋伙伴聯(lián)盟,將日本的國家力量和國際影響擴(kuò)至世界各大主要海域,最終建立一套確保日本國家安全、經(jīng)濟(jì)等利益的海洋綜合安全保障體系,在新的國際海洋秩序中實(shí)現(xiàn)海洋大國的夢(mèng)想。當(dāng)今日本政治出現(xiàn)保守化趨向,其海洋戰(zhàn)略及政策行為也給東亞地區(qū)的戰(zhàn)略穩(wěn)定帶來嚴(yán)峻挑戰(zhàn),亟須引起相關(guān)國家和國際社會(huì)的高度關(guān)注與警惕。
[Abstract]:Since modern times, Japan has begun to explore the strategy and the specific policy of the marine establishment. After a long time in different historical periods of brewing, accumulation, debate, frustration and adjustment since twenty-first Century, its maritime strategy goal and direction more clear, more specific policy actions, and formed a set of service decision-making system. Japan's maritime strategy as a national comprehensive strategy, its core is the Japan sea power alliance, specifically to the Alliance for the spindle, combined with global ocean alliance partners to form common values of democracy, Japan's national power and international influence extended to the world major area, finally establish a guarantee Japan's national security and economic interests of the comprehensive safety guarantee system of marine, marine power in international marine order in the new dream. Nowadays, Japan's politics is conservative. Its maritime strategy and policy behavior also bring severe challenges to the strategic stability of East Asia. It is urgent to arouse the attention and vigilance of relevant countries and the international community.
